13.24.010 Notice required – Approval by Inspector.

Any person, firm, or corporation desiring to lay pipes or any other type of conduit for water, gas, steam or any other purpose in any street or alley upon which the City’s sewers or water lines are laid shall not begin work until a valid encroachment permit has been issued by the Director of Public Works before opening the street; and the manner of excavating for, laying and back filling over such pipe shall be subject to the approval of the Water Superintendent and/or Sewer Inspector. All such work shall be planned and executed so that no injury shall occur to any public sewer or to any house sewer or any water main or water lateral connected therewith. (Ord. CCO-99-05, 1999; Ord. 13.24.020 Trench requirements – Barriers.

The house lateral trench shall be dug so as to meet the public main at the position of the “Y” branch or corporation stop, as located by the Director of Public Works. The material thrown from the trench shall be placed so as not to obstruct and so as to cause the least inconvenience to the public. Proper barriers and lights must be maintained on the banks of the trench, to guard the public against accidents during the progress of the work. In back filling the trench shall be carefully rammed or flooded, so as to keep the pipe in proper position and avoid settling, and no stone shall be used in filling until there has been a depth of one foot of fine earth or gravel placed over the pipe.
