13.12.210    Proper Number and Display.

13.12.010 East and West Street Designation.

All streets in the City which extend east or in an easterly direction from the easterly line of First Street and of Island Avenue, or which extend east in an easterly direction and which commence and terminate east of said streets, although they do not connect with or intersect the easterly line of First Street or of Island Avenue, shall be designated East ________(followed by the name of the respective street).

All streets in the City which extend west or in a westerly direction from the westerly line of First Street and of Island Avenue, or which extend west or in a westerly direction and which commence and terminate west of said streets, although they do not connect with or intersect the westerly line of First Street or of Island Avenue, shall be designated West ________(followed by the name of the respective street). 13.12.020 Number Designation.

There shall be assigned to each block of lots one hundred numbers. Each lot fronting upon any street in the City and which lot has a width of frontage of thirty (30) feet or less, shall be designated by one number. All lots fronting upon any street which lot has a width of frontage of more than thirty (30) feet shall be designated by one number for each thirty (30) feet of frontage or fraction thereof. 13.12.030 Streets Extending from Pacific Ocean.

Upon all streets in the City which extend north or in a northerly direction from the shore of the Pacific Ocean and at an angle therewith, the numbering shall commence with the first lot north of the shore of the Pacific Ocean and shall be numbered to the termination of the streets. All even numbers shall be on the east side of the streets and all odd numbers shall be on the west side thereof. (1949 Code § 8602)

13.12.040 Numbering System.

On all streets which extend east or in an easterly direction from the east line of First Street and Island Avenue, as in this chapter described, the numbering shall commence with the number 100 at the first lot east of the east line of First Street and Island Avenue, and the even numbers shall be upon the north side and the odd numbers upon the south side of the streets. On all streets which extend west or in a westerly direction from the west line of First Street and Island Avenue, as in this chapter described, the numbering shall commence with the number 500 at the first lot west of the west line of First Street and Island Avenue; and the even numbers shall be upon the north side and the odd numbers upon the south side of the streets. 13.12.050 Balboa Island.

All houses and other buildings on Balboa Island, in the City, shall be designated by numbers. (1949 Code § 8604)

13.12.060 Number Assignment—Park Avenue and South Bay Front.

Each block of lots is assigned one hundred (100) numbers, with the exception of all blocks fronting upon Park Avenue and South Bay Front lying between Agate Avenue and Collins Avenue.

The aforesaid blocks shall be assigned a total of one hundred (100) numbers, the numbers shall commence with number 500 at the first lot southeasterly of the southeasterly line of Agate Avenue. Each lot fronting upon any street on Balboa Island in the City, and which lot has a frontage width of thirty (30) feet or less, shall be designated by and assigned one number. All lots fronting upon any street which lot has a width of more than thirty (30) feet, shall be designated by one number for each thirty (30) feet of frontage or fraction thereof. (1949 Code § 8605)

13.12.070 Park Avenue and Balboa Island.

On all streets which extend east or in an easterly direction from the westerly termination of Park Avenue with the westerly line of Blocks 1 and 2 of the Re-subdivision of Section One, Balboa Island, as recorded in Miscellaneous Maps, Book 6, page 30, Records of Orange County, California, the numbering shall commence with the number 100 at the first lot east of the above-described line; and the even numbers shall be upon the north side and the odd numbers upon the south side of said streets. 13.12.080 Balboa Island and South Bay Front.

On all streets in Balboa Island, in the City, which extend north or in a northerly direction from the northerly line of South Bay Front, at an angle therewith, the numbering shall commence with the first lot northerly of the north line and shall be numbered to the termination of the streets. All even numbers shall be on the east side of the street and all odd numbers shall be on the west side thereof. (1949 Code § 8607)

13.12.090 Corona del Mar and East Coast Highway.

All houses and other buildings in Corona del Mar and on East Coast Highway, in the City of Newport Beach, shall be designated by numbers, and the house or building numbers shall be as set out in Sections 13.12.100, 13.12.110 and 13.12.120. 13.12.100 Numbering—East Coast Highway to Avocado.

The section of the East Coast Highway from the east end of the Upper Bay Bridge to the City Boundary along the westerly edge of Avocado, shall include east numbers from 100 to and including the 2100 Block wherever the highway may lie within the Newport Beach City Boundary. The blocks are designated as 460.52 feet plus or minus length along the center line of the highway, and include space taken up by any or all intersecting streets. The numbers are to be even numbers along the northerly side and odd numbers along the southerly side of the East Coast Highway. The numbers shall be assigned by the Community Development Department, and are to be distributed on a basis of ten (10) feet per number, excluding the number thirteen (13), unless the number thirteen (13) is specifically requested by the owner of the property where the number thirteen (13) could apply. 13.12.110 Numbering—East Coast Highway, Avocado to East City Boundary.

The section of East Coast Highway, extending southeasterly from the present city boundary at the westerly edge of Avocado Avenue, to the present most easterly city boundary, which is also the easterly boundary of Tract 1237 and Tract 1116, all of which lies within the boundary lines of the City of Newport Beach, shall include the east numbers from 2200 to and including the 4400 Block. The numbers are to be even numbers along the northerly side and odd numbers along the southerly side of the East Coast Highway. The numbers shall be assigned by the Community Services Department and are to be distributed on a basis of ten (10) feet per number, excluding the number thirteen (13) unless the number thirteen (13) is specifically requested by the owner of the property where the number thirteen (13) could apply. The numbers are further described as follows:

2200 Block—between Avocado and Acacia Avenues

2300 Block—between Acacia and Begonia Avenues

2400 Block—between Begonia and Carnation Avenues

2500 Block—between Carnation and Dahlia Avenues

2600 Block—between Dahlia and Fernleaf Avenues

2700 Block—between Fernleaf and Goldenrod Avenues

2800 Block—between Goldenrod and Heliotrope Avenues

4200 Block—beginning at the end of the 4100 Block and extending a distance of 280 feet along the northerly edge of East Coast Highway

4300 Block—beginning at the end of the 4200 Block and extending along East Coast Highway to the easterly edge of Morning Canyon Road

4400 Block—beginning at the easterly edge of Morning Canyon Road and extending along East Coast Highway to the easterly boundaries of Tracts 1237 and 1116, said boundaries also being the present most easterly boundary of the City of Newport Beach. 13.12.120 Numbering—Other Corona del Mar Streets.

All southeasterly and northwesterly streets in the Corona del Mar area between Avocado and Buck Gully, and including those listed as follows: Fifth Avenue, Fourth Avenue, Third Avenue, Second Avenue, Water Front Drive, First Avenue, Pacific Drive, Bayside Drive, Seaview Avenue, Bay View Drive, Ocean Lane, Cove Street, Shell Street, Ocean Boulevard, Rock Street, Wave Street and Shore Avenue, shall be renumbered to conform with the following described east house numbering system, wherever they may lie in relation to the northeasterly and southwesterly streets, which determine the limits of the blocks to which the house numbers have been allotted; the east house numbers are to be even numbers along the northerly side and odd numbers along the southerly side of the southeasterly and northwesterly streets and shall be assigned by the Building Department and are to be distributed on a basis of twenty-five (25) feet per number in all residential zones and ten feet per number in any and all commercial zones affected by said house numbers. The number 13 shall be excluded unless the number 13 is specifically requested by the owner of the property where the number 13 could apply.

The numbers are further described as follows:

2200 Block—between Avocado and Acacia Avenues

2300 Block—between Acacia and Begonia Avenues

2400 Block—between Begonia and Carnation Avenues

2500 Block—between Carnation and Dahlia Avenues

2600 Block—between Dahlia and Fernleaf Avenues

13.12.130 Ocean Boulevard.

On all streets which extend northeast or in a northeasterly direction from the northeasterly line of Ocean Boulevard as laid out and shown upon a map of the Re-Subdivision of Corona del Mar, as recorded in Miscellaneous Maps, Book 3, pages 41 and 42, Records of Orange County, California, the numbering shall commence with the number 200 at the first lot northeasterly of the northeasterly line of Ocean Boulevard; and the even numbers shall be upon the southeasterly side and the odd numbers on the northwesterly side of said streets. 13.12.140 Glen Drive.

On all streets which extend northwesterly or in a northwesterly direction or northerly direction from the northwesterly line of Glen Drive, as laid out and shown upon a map of Tract No. 673, as recorded in Miscellaneous Maps, Book 20, pages 17 and 18, Records of Orange County, California, the numbering shall commence with the number 100 at the first lot northwest of the northwesterly line of Glen Drive; and the even numbers shall be on the northeasterly side and the odd numbers on the southwesterly side of the streets. 13.12.150 Numbering—Newport Heights.

All houses and buildings in Newport Heights in the City of Newport Beach shall be designated by numbers, or as set out in Section 13.12.150. (1949 Code § 8611 as amended by Ord. 691; August 10, 1953)

13.12.160 Numbering—Newport Heights, Southeasterly and Northwesterly Streets.

All houses and buildings in Newport Heights, on the southeasterly and northwesterly streets shall be designated by numbers as follows:

All southeasterly and northwesterly streets in Newport Heights area, wherever they may lie within the boundaries of the City of Newport Beach, between Irvine Avenue and Newport Boulevard and including those listed as follows: Fifteenth Street, Clay Street, Old County Road between Broad Street and Westminster Avenue, Broad Street, Beacon Street, Cliff Drive and Avon Street, shall be renumbered to conform to the following described house numbering system, wherever they may lie in relation to the northeasterly and southwesterly streets or their prolongations which determine the limits of the blocks to which the west house numbers have been allotted; the west house numbers are to be even numbers along the northerly side and odd numbers along the southerly side of the southeasterly and northwesterly street and shall be assigned by the Building Department. They are to be distributed on a basis of twenty-five (25) feet per number in all residential zones and ten feet per number in all commercial zones affected by the house numbers. The number 13 shall be excluded unless the number 13 is specifically requested by the owner of property where the number 13 could apply. The numbers are further described as follows:

2300 Block—between Fullerton and Aliso Avenues

13.12.170 Cliff Drive.

On all streets which extend north or in a northerly direction from the northeasterly line of Cliff Drive, as laid out and shown upon a map of Tract No. 919 of Newport Heights, as recorded in Book 29, Page 32, of Miscellaneous Maps, Records of Orange County, California, the numbering shall commence with the number 301 at the first lot northeasterly of the northeasterly line of said Cliff Drive; and the even numbers shall be on the easterly side and the odd numbers shall be on the westerly side of the streets.

On all streets which extend east or in an easterly direction from the southeasterly line of Westminster Avenue, as laid out and shown upon a map of the First Addition to Newport Heights, and recorded in Book 4, page 94, of Miscellaneous Maps, Records of Orange County, California, the numbering shall commence with the number 401 on the first lot southeasterly of the southeasterly line of Westminster Avenue; and the even numbers shall be on the northerly side and the odd numbers shall be on the southerly side of the streets. 13.12.180 Numbering—West Coast Highway to Balboa Boulevard.

All houses and other buildings on West Coast Highway to Balboa Boulevard, in the City of Newport Beach, shall be designated by numbers, as follows:

The section of West Coast Highway extending westerly from the west end of the Upper Bay Bridge to an intersection with Balboa Boulevard, shall include the west numbers from 100 to and including the 4600 block. The numbers are to be even numbers along the northerly side and odd numbers along the southerly side of the West Coast Highway. The numbers shall be assigned by the Building Department, and are to be distributed on a basis of ten feet per number, excluding the number 13 unless the number 13 is specifically requested by the owner of the property where the number could apply. The numbers are further described as follows: (using the northerly side of the Highway as a base line).

100 Block—between the west end of the Upper Bay Bridge and the west side of 17th Street.

200 Block—between the west side of 17th Street to the west side of Lot 4, Tract 1210.

300 Block—between the east side of Lot 5 and the west side of Lot 8, Tract 1210.

400 Block—between the east side of Lot 9 and the west side of Lot 12, Tract 1210.

500 Block—between the east side of Lot 13 and the west side of Lot 16, Tract 1210.

600 Block—between the east side of Lot 17 and the west side of Lot 20, Tract 1210.

2400 Block—between the westerly end of the 2300 Block and a point 257.64 feet easterly from the center line of Tustin Avenue.

2500 Block—between the westerly end of the 2400 Block to the westerly side of Tustin Avenue, a 50 foot street.

13.12.190 Numbering—West Coast Highway, Balboa Boulevard to Westerly City Limits.

All houses and buildings on West Coast Highway in the City of Newport Beach, from Balboa Boulevard to the Westerly City Limits, shall be designated by numbers, as follows:

The section of West Coast Highway extending westerly from an intersection with Balboa Boulevard to an intersection with Summit Street, which is also the westerly boundary of the City of Newport Beach, shall include the west numbers from and including the 4800 Block to and including the 7400 Block west. The numbers are to be even numbers along the northerly side and odd numbers along the southerly side of the Coast Highway. The numbers shall be assigned by the Building Department, and are to be distributed on a basis of ten feet per number, excluding the number of 13 unless the number is specifically requested by the owner of the property where the number 13 could apply. The numbers are further described as follows: (using the northerly side of Highway as a base line)

4800 Block beginning at a point 17.99 feet more westerly than the beginning of the curve of the State Highway at Center Line Station 705 + 09.42 of the Highway, which Center Line Station is also the center line intersection with Balboa Boulevard and extending westerly 220 feet.

4900 Block—between the westerly end of the 4800 Block and a point 220 feet more westerly.

5000 Block—between the westerly end of the 4900 Block and a point 220 feet more westerly.

5100 Block—between the westerly end of the 5000 Block and a point 220 feet more westerly.

5200 Block—between the westerly end of the 5100 Block and a point 220 feet more westerly.

13.12.200 Numbering—Bayside Drive, State Highway to Avocado.

All houses and buildings on Bayside Drive in the City of Newport Beach, between East Coast Highway and Avocado Avenue shall be numbered as follows:

Bayside Drive from its center line intersection with East Coast Highway, easterly to the center line intersection with Marine Avenue, shall be numbered as follows, wherever it may lie within the boundaries of the City of Newport Beach: East house numbers shall be applicable from and including the 300 Block adjacent to and easterly of East Coast Highway, to and including the 1000 Block adjacent to and westerly of Marine Avenue; the blocks are each designated at 617.82 feet plus or minus in length and include space taken up by any or all intersecting streets. The house numbers are to be even numbers along the northerly or easterly side of the street and odd numbers along the southerly or westerly side of the street, and shall be assigned by the Building Department. They are to be distributed on a basis of twenty-five (25) feet per number, excluding the number 13 unless the number 13 is specifically requested by the owner of the property where the number 13 could apply.

Bayside Drive from its center line intersection with Marine Avenue to the westerly side of Avocado Avenue shall be renumbered as follows, wherever it may lie within the boundaries of the City of Newport Beach: East house numbers shall be applicable from and including the 1100 Block adjacent to and easterly of Marine Avenue to and including the 2100 Block adjacent to and westerly of Avocado; the blocks are each designated as being 438.76 feet plus or minus in length and include space taken up by any or all intersecting streets. The house numbers are to be even numbers along the northerly or easterly side of the street and odd numbers along the southerly or westerly side of the street and shall be assigned by the Building Department. They are to be distributed on a basis of twenty-five (25) feet per number excluding the number 13 unless the number 13 is specifically requested by the owner of the property where the number 13 could apply. 13.12.205 Numbering—Shorecrest Lane, Seaward Road to Morning Canyon Road.

All dwellings and other buildings on the south side of Shorecrest Lane between Seaward Road and Morning Canyon Road shall be designated by even numbers. The numbering shall commence with the numbers 4100, 4102, and 4104 at the first lot easterly of the intersection of Shorecrest Lane and Seaward Road. (Ord. 1585 § 1, 1974)

13.12.210 Proper Number and Display.

Every house, building and structure in the City, occupied or capable of being occupied for business or residential purposes, shall have conspicuously displayed only on the outside of that portion thereof which faces or fronts upon the street, the proper number of such house, building or structure as established and provided for by the terms and provisions of this chapter. All such numbers shall be of suitable size and design so that they may be readily seen from the street, in front of any such house, building or structure. (1949 Code § 8613)
