18.10.02 Intent and Purpose.

The purpose of the OS zone is to establish open space land for the preservation and production of natural resources, scenic beauty, and outdoor recreation for the public health and safety from possible flood, fire, subsidence, or erosion. The OS zone is to be placed primarily on public owned property, or where the retention of open space on private property is a benefit to the public. For example privately owned agricultural lands may be zoned OS if the lands are determined to be limited in potential use because of flooding or other problems. Further, the OS zone is to implement the goals and objectives of the general plan, and to protect and preserve open space as available land resource equal with other types of use and development. 18.10.06 Permitted Uses.

The following uses are permitted and land shall be used and buildings and structures shall here after be erected, altered, enlarged, or otherwise modified for the following uses only:

(1)    Agricultural uses as follows:

(a)    Field and seed crops

(b)    Truck crops

(c)    Orchard and vine yards

(d)    Pasture and rangeland

(e)    Tree farms

(f)    Furrow lands

(2)    Bodies of water, lakes, rivers, intermittent streams, marshes, flood control channels and land devoted to water storage.

(3)    Areas required for groundwater basins.

(4)    Areas for conservation of wildlife habitat and sanctuaries, natural vegetation and unique geological formations.

(5)    Public easements for non-vehicular access, scenic view and vista points.

(6)    Public utility transmission easements.

(7)    Other similar uses by commission determination, in accordance with Chapter 18.42 (SIMILAR USES). (Amended by Ord. 513 Sec. 5 (part), 1984)

18.10.08 Uses Permitted by Conditional Use Permit.

The following uses may be permitted, subject to the approval of a Conditional Use Permit, as provided in Chapter 18.45 (CONDITIONAL USE PERMITS):

(1)    Commercial agriculture not specifically listed in Section 18.10.06.

(2)    Public or privately owned parks and recreation areas including golf course, equestrian center, tennis clubs, etc.

(3)    Commercial uses incidental to the operation of public and private recreational facilities, including:

(a)    Sale of food and refreshments.

(b)    Operation of riding academies and stable for renting of horses.

(c)    Assemblage of people for a profit-making recreation or entertainment purpose.

(4)    Government, quasi-government and public utility agencies, except uses specifically permitted within Section 18.10.06.

(5)    Campgrounds.

(6)    Cemeteries.

(7)    Radio, television, and/or microwave relay towers. (Amended by Ord. 513 Sec. 5 (part), 1984)

18.10.10 Accessory Uses and Structures.

Accessory uses and structures such as restrooms, playground equipment, picnic equipment, snack bars, and areas set aside for outdoor recreation, scenic view, and pedestrian, equestrian or bike and other trails, are permitted if developed as part of an existing facility. 18.10.12 Lot Area.

All lots hereafter created in this zone shall contain a minimum of two acres and no lot in this zone shall be reduced below this standard. (Amended by Ord. 513 Sec. 5 (part), 1984)

18.10.14 Lot Dimensions.

All lots shall maintain the following minimum standards:

(1)    Width: Minimum width of 160 feet.

(2)    Depth: Minimum depth of 320 feet. (Amended by Ord. 513 Sec. 5 (part), 1984)

18.10.16 Yard Space.

No requirements. (Amended by Ord. 513 Sec. 5 (part), 1984)

18.10.18 Permitted Heights.

No requirements. (Amended by Ord. 513 Sec. 5 (part), 1984)

18.10.20 Permitted Coverage.

The maximum lot coverage of all permanent structures shall be not more than 10 percent of the total lot area. (Amended by Ord. 513 Sec. 5 (part), 1984)

18.10.22 Distance Between Buildings.

The minimum space between buildings on the same lot shall be 10 feet. (Amended by Ord. 513 Sec. 5 (part), 1984)

18.10.24 Walls, Fences, and Structures in the Setback Areas.

No requirements. (Amended by Ord. 513 Sec. 5 (part), 1984)

18.10.26 Off –Street parking.

The provisions of Chapter 18.38 (OFF-STREET PARKING) shall apply. (Amended by Ord. 513 Sec. 5 (part), 1984)

18.10.32 Signs.
