12.20.010 Dedicated and nondedicated semirural and urban standards and parking lot specifications.

All dedicated and nondedicated semirural and urban streets and parking lots within the City shall be developed to the criteria set forth in PMC 12.20.070 and 12.20.080, provided that this provision may be waived under appropriate circumstances. (Ord. 74 § 1, 1982)

12.20.020 Dedicated rural street standards.

All dedicated rural streets within the City limit lines, as noted on the adopted general plan for the City, shall be developed to the criteria set forth in PMC 12.20.090, provided that this provision may be waived under appropriate circumstances. (Ord. 74 § 2, 1982)

12.20.030 Dedicated rural street specifications.

All dedicated rural streets within the City limit lines, as noted on the adopted general plan for the City, shall be constructed in accordance with specifications set forth in PMC 12.20.100; provided, however, that this provision may be waived under appropriate circumstances. (Ord. 74 § 3, 1982)

12.20.040 Nondedicated rural street standards.

All nondedicated rural streets within the City limit lines, as noted on the adopted general plan for the City, shall be developed to the criteria set forth in PMC 12.20.110; provided, however, that this provision may be waived under appropriate circumstances. (Ord. 74 § 4, 1982)

12.20.050 Nondedicated rural street specifications.

All nondedicated rural streets within the City limit lines, as noted on the adopted general plan for the City, shall be constructed in accordance with specifications set forth in PMC 12.20.120; provided, however, that this provision may be waived under appropriate circumstances. 12.20.060 Nondedicated streets – Maintenance.

A road construction and maintenance agreement, in a form satisfactory to the City Attorney, shall be executed by the developer and/or owner of any parcel serviced by a nondedicated road as a condition of approval of any land division, building permit, or other permit or grant of development approval for such parcel. 12.20.070 Criteria for semirural and urban standards, including parking lots – Designation.

The criteria for semirural and urban street standards, including parking lots are as follows:

A. An urban street shall serve residential areas with lot sizes less than one-half acre or densities more than two units per acre.

B. A semirural street shall serve residential areas with lot sizes from one-half acre to one acre or densities of one unit or two units per acre.

C. All streets shall be designed and constructed in accordance with the requirements of the City and the San Diego County Regional Standard Plans, unless otherwise approved by the Director of Development Services.

D. Design speed shall be 25 miles per hour and the maximum street grade shall be 16 percent, unless otherwise approved by the Director of Development Services. Street alignment and profile shall comply with the criteria for safe stopping sight distance in conformance with the California State Highway Design Manual unless special situations allow for modifications and such modifications are approved by the Director of Development Services.

E. Nondedicated streets should not be aligned between two dedicated streets so that the nondedicated street would act as a “shortcut” between the streets.

F. Structural sections shall be determined by the State of California Gravel Equivalent Hveem Stabilometer Method, using the R-value of the native soil and traffic indices established by the City. The minimum section shall be three inches A.C. over either four inches class II A.B. or five inches class III base. If the R-value of the existing native soil is 50 or greater, a minimum section of four inches A.C. over compacted subbase may be substituted.

G. Nondedicated streets shall provide a paved travel way incorporating a pedestrian circulation system approved by the Director of Development Services.

H. Entry gates into nondedicated tracts shall be set back from the near curb line of any public street to provide a minimum storage of 75 feet for entering vehicles to stack without interfering with through traffic.

I. Streets shall intersect at right angles wherever possible and shall not be greater than 15 degrees skew to a right angle.

J. Four-legged intersections should be avoided except at (future) signalized or controlled locations or where median islands are on the through street. The minimum distance between intersections shall be 150 feet.

K. Street widths, geometric criteria, and structural section shall conform to PMC 12.20.080.

L. Local roads serve as primary access roadways to residential units and do not exceed the daily traffic shown in PMC 12.20.080. Local collector roads service local road traffic by providing routes to the circulation system roads. Daily traffic should not exceed the amount indicated in PMC 12.20.080.

M. Streets with grades over 10 percent may be required to be constructed of Portland cement concrete to the satisfaction of the Director of Development Services (minimum thickness shall be six inches) when necessitated by specific field conditions.

N. The dedication requirements of Resolution No. 184 of the City (on file in the City Clerk’s office) shall apply to these provisions. (Ord. 518, 1999; Ord. 74 Exh. A, 1982)

*Notes:

l.    Sidewalks may be eliminated on nondedicated streets, if an approved pedestrian circulation system is incorporated.

2.    Curb height may be increased if needed to control drainage. Rolled curb may be installed on semirural local streets or other streets when approved by the Director of Development Services.

3.    On nondedicated streets, Irrevocable Offers of Dedications (IOD) may be required along the nondedicated street alignment in conformance with the above right-of-way requirements for public streets.

4.    Variations in geometric design may be considered in special situations because of physical conditions (such as hillsides and streams).

5.    Streets with grades over 10 percent may be required to be constructed of P.C.C. concrete (six inches minimum thickness). In special situations, local streets maximum grade may be increased to 20 percent as approved by the Director of Development Services.

6.    Five inches of class III base may be substituted for four inches of class II A.B. If the R-value of the existing native soil is 50 or greater, the minimum of four inches of A.C. over compacted sub-base may be substituted.

5.    If the R-value of the native soil in the shoulder area is 50 or greater, and the sand equivalent exceeds 20, no D.G. will be required.

6.    Five inches of class III base may be substituted for four inches of class II A.B. If the R-value of the existing native soil is 50 or greater, the minimum of four inches of A.C. over compacted sub-base (95 percent relative compaction) may be substituted.

7.    Shoulders may be eliminated in special hillside areas because of excessive slope conditions, as approved by the City Engineer. Protective barricades may be needed for safety as required by the City Engineer.

12.20.100 Criteria for dedicated rural street standards – Designation.

Criteria for dedicated rural street standards shall be as follows:

A. A dedicated rural street shall serve residential areas with lot sizes greater than one acre or densities less than one unit per acre.

B. All streets shall be designed and constructed in accordance with the City and San Diego Regional Standard Plans, unless otherwise approved by the Director of Development Services.

C. Design speed shall be 25 miles per hour and the maximum street grade shall be 20 percent, unless otherwise approved by the City Engineer. Street alignment and profile shall comply with the criteria for safe stopping sight distance in conformance with the California State Highway Design Manual unless special situations or physical field conditions suggest the need for modifications, and such modifications are approved by the City Engineer.

D. Structural sections for dedicated rural streets shall be determined by the State of California Gravel Equivalent Hveen Stabilization Method, using the R-value of the native soil and traffic indices established by the City. The minimum structural section shall be three inches A.C. over four inches class II A.B. (five inches of class III base may be substituted for four inches A.B.). If the native soil R-value is 50 or greater, a minimum section of four inches A.C. over compacted sub-base may be substituted.

E. Streets shall intersect at right angles wherever possible and shall not be greater than 15 degrees skew to a right angle.

F. Four-legged intersections should be avoided except at (future) signalized or controlled locations or where median islands are on the through street. The minimum distance between intersections shall be 150 feet.

G. Street widths, geometric criteria, and structural section shall conform to PMC 12.20.080.

H. Local roads serve as primary access roadways to residential units and do not exceed the daily traffic shown in PMC 12.20.080. Local collector roads service local road traffic by providing routes to the circulation system roads. Daily traffic should not exceed the amount indicated in PMC 12.20.080.

I. Streets with grades over 10 percent may be required to be constructed of Portland cement concrete to the satisfaction of the City Engineer (minimum thickness shall be six inches) when necessitated by specific field conditions.

J. The dedication requirements of Resolution No. 184 of the City shall apply to these provisions. (Ord. 518, 1999; Ord. 74 Exh. D, 1983)

12.20.110 Criteria for nondedicated rural street standards – Designation.

Criteria for nondedicated rural street standards shall be as follows:

A. A nondedicated rural street shall serve residential areas with lot sizes greater than one acre or densities less than one unit per acre and are confined within road easements not dedicated as a public road right-of-way.

B. All streets shall be designed and constructed in accordance with the requirements of the City and the San Diego County Regional Standard Plans, unless otherwise approved by the City Engineer.

C. Design speed shall be 25 miles per hour and the maximum street grade shall be 20 percent, unless otherwise approved by the City Engineer because physical conditions make it impractical or unsafe to achieve these standards. Street alignment and profile shall comply with the criteria for safe stopping sight distance in conformance with the California State Highway Design Manual.

D. Private streets should not be aligned between two public streets so that the private street would act as a “shortcut” between the streets.

E. 1. Paved Roads. Structural sections for private streets shall be determined by the State of California Gravel Equivalent Hveem Stabilometer Method, using the R-value of the native soil and traffic indices established by the City. The minimum A.C. section shall be two inches. Base material will not be required if the native soil has an R-value of 40 or greater. If the R-value of the native soil is less than 40, the minimum base section shall be four inches class II base.

2. Gravel Roads. In areas where a nondedicated rural road serves 10 or fewer parcels, where the native soils have a minimum R-value of 60, minimum sand equivalent of 30, minimum grade of one percent and a maximum grade of 10 percent, gravel roads meeting the specifications outlined in PMC 12.20.120 may be used.
