16.06.010 Responsibilities and authority – Generally.

The City officers, departments and bodies set out in PMC 16.06.020 through 16.06.060 shall have the responsibilities and authorities listed in this chapter. (Ord. 80 § 1, 1982; CC § 81.106)

16.06.020 City Attorney.

The City Attorney shall be responsible for the review and approval as to form and legality of subdivision agreements, performance agreements, improvement securities, deeds, conveyances and other documents related to subdivisions of land. (Ord. 80 § 1, 1982; CC § 81.106)

16.06.030 City Council.

The Council of the City shall have jurisdiction and authority for the approval, conditional approval, or denial of tentative subdivision maps, tentative parcel maps, improvement agreements, securities, the acceptance, conditional acceptance, or rejection of lands, easements, and improvements dedicated or offered for dedication to the City in conjunction with subdivisions and parcel maps, and the approval of final subdivision maps and final parcel maps. 16.06.040 City Clerk.

The City Clerk shall be responsible for the acceptance, conditional acceptance, or rejection on behalf of the City Council for dedications or offers of dedication and for other deeds and conveyances to the City made by final map or final parcel map, or by separate instrument and for the execution of a certificate to that effect on the final maps or on the instrument. 16.06.050 Director of Development Services.

The Director of Development Services or his designees shall be responsible for:

A. The acceptance for filing and processing of tentative maps and parcel maps, and for the collection of all required fees and deposits therefor;

B. The review of all tentative maps for general layout and aesthetics;

C. The investigation of proposed maps for conformity to the general plan and its elements, specific plans, community plans, planned communities, zoning ordinances and development codes, and for reporting his findings and making recommendations for approval, conditional approval, or denial of the tentative maps to the City Council; and

D. The review of projects pursuant to the California Environmental Quality Act, Public Resources Code Section 21000 et seq. (Ord. 518, 1999; Ord. 80 § 1, 1982; CC § 81.106)

16.06.060 City Engineer.

The City Engineer or his designees shall be responsible for:

A. The establishment and updating of subdivision improvement standards;

B. The review of tentative maps for conformance with adopted subdivision improvement standards, and for reporting his findings and making recommendations as to subdivision improvements and design to the City Council;

C. The processing of all final maps, final parcel maps, reversion to acreage maps, amended maps, boundary adjustments, mergers, and certificates of compliance;

D. The processing and approval of subdivision improvement plans and grading plans;

E. The inspection and approval of subdivision grading and improvements;

F. Certification that final maps are in substantial conformance with the approved tentative map;

G. The approval, conditional approval, or denial of boundary adjustments, mergers, and certificates of compliance. (Ord. 80 § 1, 1982; CC § 81.106)
