16.10.010 Purpose.

The purpose of this chapter is to prescribe the requirements and review procedures for final parcel maps. (Ord. 05-002 § 1 (part), 2005)

16.10.020 Parcel map required.

A parcel map shall be required as set forth in Section 16.02.060. (Ord. 05-002 § 1 (part), 2005)

16.10.030 Preparation.

A.    Preparer. The parcel map shall be prepared by, or under the direction of, a registered civil engineer, duly licensed to practice land surveying, or a licensed land surveyor.

B.    Contents. The parcel map shall show the location of streets and property lines bounding the property; and shall conform to the provisions set forth in Government Code Section 66445.

C.    Map Number. The parcel map shall have the parcel map number issued by the city placed on all preliminary, tentative, and final map submittals. (Ord. 05-002 § 1 (part), 2005)

16.10.040 Dedications or offers.

Dedications or offers of dedication shall conform to the provisions of Government Code Sections 66411.1(a) and 66447. (Ord. 05-002 § 1 (part), 2005)

16.10.050 Field survey.

Parcel maps shall be based upon field surveys in accordance with Government Code Section 66448. (Ord. 05-002 § 1 (part), 2005)

16.10.060 Necessary statements.

An engineer’s or surveyor’s statement shall appear on a parcel map in accordance with Government Code Section 66449. A city engineer’s statement shall appear on a parcel map in accordance with Government Code Section 66450. (Ord. 05-002 § 1 (part), 2005)

16.10.070 Preliminary submittal.

The subdivider shall submit prints of the parcel map to the city engineer for checking. Unless exempted by the city engineer, the preliminary prints shall comply with the content requirements for final maps set forth in Section 16.08.060. (Ord. 05-002 § 1 (part), 2005)

16.10.080 Review and approval.

Parcel maps shall be reviewed and approved as provided in this section.

A.    Original Map. The subdivider shall submit to the city engineer the original tracing of the map and any duplicates per city requirements, corrected to its final form, and signed by all parties required to execute the statements or certificates on the map.

B.    Review. The city engineer shall review the parcel map and cause any changes to be made which are legally required for approval, including:

1.    The subdivision as shown is substantially the same as it appeared on the approved tentative map, and any approved alterations thereto;

2.    That all provisions of law and of this chapter applicable at the time of approval of the parcel map have been complied with; and

3.    That the map is technically correct.

C.    Dedications. The city engineer shall review all dedications or offers of dedications on or accompanying the preliminary parcel map.

D.    Approval by City Engineer. Upon receipt of all required certificates and submittals and after ensuring the final parcel map meets the requirements of this title and the Subdivision Map Act, the city engineer shall approve the final parcel map and transmit the original map to the city clerk.

E.    Filing for Record. After approval, the city clerk shall transmit the approved parcel map directly to the county recorder for filing. (Ord. 05-002 § 1 (part), 2005)

16.10.090 Fees.

Subdividers shall pay an improvement plan checking fee and a parcel map checking fee, pursuant to the fee schedule as established by the city council. (Ord. 05-002 § 1 (part), 2005)
