2.20.010 Election – Term of office – Custody of official seal.

The City Clerk shall be elected by the City at large for a term of four years and shall be custodian of the official seal of the City. (Ord. 947. Formerly § 2-26).

2.20.015 City Clerk – Compensation.

Commencing on July 1, 2019, and until such time as the individual elected to the position of City Clerk at the November 2020 election for that position takes office (if such oath of office is taken before June 30, 2021), the salary for the position of the City Clerk shall be two thousand dollars ($2,000.00) per month. For the period commencing when the individual elected to the position of City Clerk at the November 2020 election for that position takes office (if such oath of office is taken before June 30, 2021) and ending on June 30, 2021, the salary for the position of City Clerk shall be one thousand five hundred dollars ($1,500.00) per month. Commencing on July 1, 2021, and every two years thereafter, the salary for the position of City Clerk shall be set by a Salary Setting Commission consisting of five members to be appointed by the Civil Service Commission, as set forth in City Charter Section 702. The City Council shall take all necessary legislative action to implement the salary set by the Salary Setting Commission. (Ord. 1983 § 1, 7-17-18; Ord. 2019 § 1, 5-26-20).

2.20.020 Duties and responsibilities.

Except for the following the duties and responsibilities of the City Clerk as set forth in City Charter Section 903 shall be performed by the Assistant City Clerk as appointed to do so in SCCC 2.20.030:

(a) Be the custodian of the seal of the City;

(b) Have charge of all City elections. (Ord. 947; Ord. 1983 § 2, 7-17-18. Formerly § 2-27).

2.20.030 Assistant City Clerk – Duties and responsibilities.

The position of Assistant City Clerk is hereby created, which position is placed in the unclassified service of the office of the City Clerk. The Assistant City Clerk shall assist the City Clerk in the performance of the Clerk’s duties and shall act for the City Clerk in his/her absence. The City Council hereby appoints the Assistant City Clerk pursuant to Section 903 of the City Charter to perform the following duties and responsibilities:

(a) The recording and maintaining of a full and true record of all the proceedings of the City Council.

(b) Publishing and attesting the publication of all official notices.

(c) Administering oaths or affirmations and taking affidavits and depositions pertaining to the affairs of the City.

(d) The issuance of certified copies of official records as required and requested.

(e) Officially recording the rights, titles and interests in all real properties acquired by the City.

(f) The handling of all Council correspondence unless otherwise specifically designated.

(g) Preparing of the agenda and supplemental material for Council meetings in cooperation with the City Manager.

(h) Routing Council assignments to the respective officers having primary responsibility for their execution.

(i) Duplicating and distributing the minutes, ordinances, resolutions, policies and orders of the City Council to the various boards, commissions and administrative officers. (Ord. 1285 § 3, 2-19-74; Ord. 1983 § 3, 7-17-18. Formerly § 2-27.1).

2.20.040 Charge and conduct of City elections.

The City Clerk shall be in charge of all City elections and shall conduct the same in accordance with the provisions of Section 700 of the Charter. (Ord. 947. Formerly § 2-28).

2.20.050 Performance of City Auditor’s functions.

Repealed by Ord. 1982. (Ord. 947. Formerly § 2-29).
