PROHIBITED USE OF PARKING LOTS

10.54.010 USE OF PUBLIC PARKING LOTS FOR STORAGE OF VEHICLES PROHIBITED.

No person who owns or has possession, custody or control of any vehicle shall park such vehicle upon any public parking lot for the principal purpose of storage of the vehicle thereon.

The fines assessed for violation of this section shall be established by city council resolution.

10.54.020 PARKING FOR DEMONSTRATION PROHIBITED.

No person who owns or has possession, custody or control of any vehicle shall park the vehicle upon any public parking lot in the city for the principal purpose of advertising or displaying it for sale, unless authorized by resolution of the city council.

The fines assessed for violation of this section shall be established by city council resolution.

10.54.030 REPAIRING OR GREASING VEHICLES PROHIBITED.

No person who owns or has possession, custody or control of any vehicle shall construct or cause to be constructed, repair or cause to be repaired, grease or cause to be greased, dismantle or cause to be dismantled any vehicle or any part thereof upon any public parking lot in the city. Temporary emergency repairs may be made upon a public parking lot.

The fines assessed for violation of this section shall be established by city council resolution.

10.54.040 WASHING OR POLISHING VEHICLES PROHIBITED.

No person who owns or has possession, custody or control of any vehicle shall wash or cause to be washed, or polish or cause to be polished any vehicle or any part thereof upon any public parking lot unless otherwise authorized by resolution of the city council.

The fines assessed for violation of this section shall be established by city council resolution.

10.54.050 IMPROPER PARKING PROHIBITED.

The city shall cause lines or markings to be painted or placed upon the public parking lots, designating the parking space or spaces, and each vehicle parked within the public parking lot shall park within the lines or markings so established. No person shall park any vehicle across any such line or marking or park a vehicle in such a position that the same shall not be entirely within the space designated by such lines or markings.

The fines assessed for violation of this section shall be established by city council resolution.

10.54.055 RESERVED PARKING.

No operator of any vehicle shall park or permit to be parked any vehicle within a city or public parking lot operated or leased by the city on a stall basis, and designated as reserved parking for certain vehicles, either by sign or pavement markings, without prior approval of the public works director or his designated representatives. The public works director is hereby authorized to determine and designate reserved parking spaces for the exclusive use of the following:

(a)    City pools;

(b)    City officials;

(c)    City staff;

(d)    City fleet vehicles;

(e)    Special events;

(f)    Electric vehicles; and

(g)    Other vehicles based on operational need.

The fines assessed for violation of this section shall be established by city council resolution.

10.54.060 VIOLATION OF THIS CHAPTER AN INFRACTION; PENALTY.

The violation of any of the provisions of this chapter, consisting of Sections 10.54.010 through 10.54.055, shall constitute an infraction and the following minimum fines:
