4-5-01 Parking spaces.

(a) Establishment. The City Engineer shall establish, designate, and maintain parking spaces by white lines upon the surface of the ground in off-street parking lots owned or operated by the City. The Council shall cause the Public Works Department to lay out on such parking lots rental stalls or spaces with distinguishing numbers identifying each parking area or space.

(b) Rental Rates. The Council, from time to time, shall establish the rental rates for parking spaces in such parking lots. Such rentals shall be monthly and shall be payable in advance. Upon the rental of an individual parking space, such space shall be for the sole use of the person renting the space, another member of the firm, or the permittee designated by the tenant of such parking space.

4-5-03 Payment of parking space rental.

It shall be unlawful for any person to park a motor vehicle on, or otherwise to occupy any parking space in, such municipal parking lots without having paid in advance the rental charged for the parking spaces, except with the consent of the tenant of such parking space.

4-5-04 Parking within lines. (Repealed)

4-5-05 Maximum vehicle length.

No vehicle exceeding twenty-two (22') feet in length shall be parked in any off-street parking lot at any time. The civil penalty for violation of this section shall be established by resolution of the City Council.

4-5-06 Parking time limits.

It shall be unlawful for any person to park, or cause to be parked, any motor vehicle between the time of 9:00 a.m. and 6:00 p.m. of any day, except Sunday, in any municipal parking lot, within the downtown parking district, longer than any time period set by City Council resolution. No motor vehicle shall park within any of the parking lots designated by City Council resolution between the hours from 2:00 a.m. to 5:00 a.m. The civil penalty for violation of this section shall be established by resolution of the City Council.

4-5-07 Civic Center, parks, and recreational facilities.

It shall be unlawful for any person to park, or cause to be parked, any motor vehicle in the off-street parking areas located at the Civic Center, City parks, and any other recreational facility where signs have been erected giving adequate notice of the prohibition provided for in this section, unless such parking use is for the purpose of visiting such facilities. Use on a temporary basis of off-street parking areas which are the subject of this section may be used by persons not using adjacent City recreational facilities if written permission is obtained from the City Manager. The civil penalty for violation of this section shall be established by resolution of the City Council.
