4-4-01 Definitions.

(a)  For the purposes of this chapter, "Traffic Officer" or "Crossing Officer" shall include members of the Junior Traffic Patrol, police officers of the City, members of the California Highway Patrol, and adult crossing guards.

(b)  All the streets and alleys of the City where traffic is heavy and continuous and subject to regulation by means of Traffic Officers or Crossing Officers are hereby designated as highways.

4-4-02 Created: Purpose.

(a)  Created. There is hereby created a Junior Traffic Patrol.

(b)  Purpose. The Junior Traffic Patrol is established primarily for the purpose of protecting school children when upon the public highways in going to and returning from school.

4-4-03 Membership.

(a)  Appointment: Term. The members of the Junior Traffic Patrol shall be appointed by the Police Chief and shall hold office at his pleasure.

(b)  Qualifications. The members of the Junior Traffic Patrol shall be elementary or high school pupils of the age of ten (10) years and upward.

(c)  Oath. Such members shall, before entering upon their duties, take an oath to support the Constitution of the State and to perform the duties of their office.

(d)  Compensation. They shall receive no compensation for their services.

(e)  Direction of Police Chief. They shall be subject, when on duty, to the regulations and directions issued by the Police Chief.

4-4-04 Duties.

It shall be the duty of the Junior Traffic Patrol, when on duty, to regulate the traffic upon such portions of the highways as may be determined by the Police Chief, and particularly to regulate the traffic at safety zones established by the Police Chief for the purpose of providing a safe crossing for school children on such public highways. The Junior Traffic Patrol shall, when on duty, and in accordance with the regulations provided by the Police Chief, exhibit hand traffic signals or signs in the nature of wooden or other signs or flags or, by the use of hand signals, shall require all vehicular traffic to come to a stop at such times as may be necessary to permit school children or other pedestrians to cross the highway.

4-4-05 Authority of traffic officer.

Any Traffic Officer or Crossing Officer, as defined in Section 4-4-01 of this chapter, shall have the authority to regulate and direct traffic upon the public highways in a reasonable and lawful manner in conformance with the provisions of the Vehicle Code of the State and the provisions of this chapter and by means of hand signals or hand signaling devices or signs, such as wooden signs bearing in bold letters the word "Stop."

4-4-06 Authority of police officers.

The police officers of the City shall have all the powers within the City which are conferred by the Vehicle Code of the State upon the California Highway Patrol.

4-4-07 Violations of provisions.

It shall be unlawful for any person to wilfully fail or refuse to obey any lawful order of a Traffic Officer or Crossing Officer, as defined in Section 4-4-01 of this chapter, or of a police officer of the City made in accordance with any of the provisions of this chapter, or to wilfully fail or refuse to obey any lawful order of a police officer of the City made in conformance with the provisions of the Vehicle Code of the State or of this chapter, or to otherwise violate any of the provisions of this chapter. The civil penalty for violation of this section shall be twenty-five and no/100ths dollars ($25.00).
