8-4-01 Building defined.

For the purposes of this chapter, “building” shall mean and include buildings, structures, houses, and erections which are used for human habitation or the transaction of business.

8-4-02 Required.

All buildings abutting on any street or avenue shall be numbered.

8-4-03 Responsibility.

The Planning Division shall be responsible for maintaining the house and building numbering system.

8-4-04 Base lines.

(a) Streets running northwest and southeast. East Main Street and West Main Street from the Southern Pacific Railway tracks to Lander Avenue shall constitute the base line for all numbering on streets running northwest and southeast.

(b) Streets running northeast and southwest. The Southern Pacific Railway tracks shall constitute the base line for all numbering on streets running northeast and southwest.

(c) Streets running east and west. Lander Avenue and Geer Road shall constitute the base line for all numbering on streets running east and west.

(d) Streets running north and south. East Avenue, Market Street, and West Main Street from Lander Avenue west shall constitute the base line for all numbering on streets running north and south.

8-4-05 Numbers per mile.

Building numbering shall be based on one thousand six hundred (1,600) numbers per mile.

8-4-06 Numbers per block.

The numbering for each street shall begin at the base line. The numbers within the first block shall be from one hundred (100) through one hundred ninety-nine (199), and the numbers in each succeeding block shall increase from the base line in units of one hundred (100), namely, the first block shall be one hundred (100) through one hundred ninety-nine (199), the second block shall be two hundred (200) through two hundred ninety-nine (299), the third block shall be three hundred (300) through three hundred ninety-nine (399), and the numbers for succeeding blocks shall be continued in like manner. There shall be assigned one hundred (100) numbers to each block, square, or distance which would be one (1) block or square long if the streets each way were so extended as to intersect each other.

(a) Streets running northwest and southeast. Buildings fronting streets running northwest and southeast shall be numbered from the base line. Such numbers shall be one hundred (100) at the base line and not to exceed the number one hundred ninety-nine (199) at the end of the first block, either northwest or southeast of the base line, and two hundred (200) at the beginning and not to exceed the number two hundred ninety-nine (299) at the end of the second block, both northwest and southeast of the base line. Such system shall be followed in numbering all streets running northwest and southeast in the City.

(b) Streets running northeast and southwest. Buildings fronting streets running northeast and southwest shall be numbered from the base line. Such numbers shall be one hundred (100) at the base line and not to exceed the number one hundred ninety-nine (199) at the end of the first block, either northeast or southwest of the base line, and two hundred (200) at the beginning and not to exceed the number two hundred ninety-nine (299) at the end of the second block, either northeast or southwest of the base line. Such system shall be followed in numbering the buildings on all streets running northeast and southwest in the City.

(c) Streets running east and west. Buildings fronting streets running east and west shall be numbered from the base line. Such numbers shall be one hundred (100) at the base line and not to exceed the number one hundred ninety-nine (199) at the end of the first block, either east or west of the base line, and two hundred (200) at the beginning and not to exceed the number two hundred ninety-nine (299) at the end of the second block, either east or west of the base line. Such system shall be followed in numbering all streets running east and west in the City.

(d) Streets running north and south. Buildings fronting streets running north and south shall be numbered from the base line. Such numbers shall be one hundred (100) at the base line and not to exceed the number one hundred ninety-nine (199) at the end of the first block, either north or south of the base line, and two hundred (200) at the beginning and not to exceed the number two hundred ninety-nine (299) at the end of the second block, either north or south of the base line. Such system shall be followed in numbering all streets running north and south in the City.

8-4-07 Streets not intersecting base lines.

Any blocks located upon streets which do not intersect the base line shall bear the hundred number of the corresponding block nearest the same location which does intersect the base line and which is parallel thereto.

8-4-08 Streets not extending to base lines.

All streets not extending through to the base line shall be assigned the same relative numbers as if such street had extended to such base line.

8-4-09 Blocks of different lengths.

Where blocks of different lengths occur on opposite sides of a street, the numbers on both sides shall be assigned on the basis of the shorter blocks unless the Community Development Director determines otherwise.

8-4-10 Vacant lots.

Vacant lots may be numbered but shall not be required to be numbered. If numbered, vacant lots shall bear the same number as if occupied by a building.

8-4-11 Odd and even numbers.

(a) Odd numbers. Buildings fronting streets from the west, northwest, north, and southwest shall bear odd numbers, each commencing with the hundred assigned to that block and increasing from the base line.

(b) Even numbers. Buildings fronting streets from the east, southeast, south, and northeast shall bear even numbers, each commencing with the hundred assigned to that block and increasing from the base line.

8-4-12 Use of fractions.

Fractions shall not be used.

8-4-13 Use of suffixes.

Where only one (1) number can be assigned to any house or building and distinctive numbers for the upper and lower portions of any such house or building, or for any part of such house or building, fronting on any street are needed, the use of suffixes shall be allowed.

8-4-14 Separate occupants in one (1) building.

Where any building used in the transaction of business has more than one (1) door serving separate occupants, a separate number shall be assigned to each door serving a separate occupant.

8-4-15 Buildings fronting on more than one (1) street.

Buildings fronting on two (2) or more streets shall have a number assigned only to the main entrance unless other entrances serve different occupants.

8-4-16 Fixing questioned numbers.

In the event there is doubt, or where a question arises as to the proper number to be assigned to any building, the Development Services Director shall decide the question and fix the number of such lot or building, subject to appeal by written notice to the Council.

8-4-17 Procurement of numbers.

(a) Duty of owners. Whenever any house, building, or structure shall be erected or located in the City, in order to preserve the continuity and uniformity of numbers of the houses, buildings, and structures, it shall be the duty of the owner to procure the correct number from the Planning Division for such property and to immediately fasten such number so assigned upon the building as provided in this chapter.

(b) Method. Such numbers shall be assigned by the Planning Division prior to the issuance of a building permit.

(c) Prerequisite to issuance of building permits. No building permit shall be issued for any house, building, or structure until the official number for the premises has been procured from the Planning Division.

8-4-18 Street addresses and other identifying data for existing buildings, constructions, or building permits issued on or before August 14, 1990.

(a) Required. Numbers shall be conspicuously placed on buildings fronting on any street pursuant to the provisions of this chapter.

(b) Method. Such numbers shall be conspicuously placed immediately above, on, or at the side of the proper door of each building so that the number can be seen plainly from the street; provided, however, the number may be placed on the porch near the front entrance. Whenever any building is situated more than fifty (50') feet from the street line, the number of such building shall be conspicuously displayed at the street line, near the walk, driveway, or common entrance to such building, upon the gatepost, or on a fence, post, or other appropriate place so as to be easily discernible from the sidewalk.

(c) Failure to place: Notice. If the owner or lessee of any building shall fail, refuse, or neglect to place the number or replace such number when necessary, the Fire Marshal may cause a notice to be personally served on such owner or lessee or mailed by registered mail to his last known address, ordering him to place or replace the number. Such owner or lessee shall comply with such notice within ten (10) days after the date of the service.

(d) Penalties. Any individual, business or commercial establishment that fails to maintain or display the street address in the manner prescribed herein is in violation of this section and is subject to penalties as prescribed in TMC 8-4-19(i).

8-4-19 Street addresses and other identifying data on buildings built or remodeled after August 15, 1990: Visibility from the street.

(a) Findings. The City Council of the City of Turlock hereby finds and declares that public necessity, health and safety and for the general welfare, requires that all alpha or numeric street addresses and other identifying data be visible from the street especially during, but not limited to, those hours of darkness, or from 6:00 p.m. to 6:00 a.m., to avoid any delay in emergency unit response time.

(b) Application. This section shall apply to any and all residential dwellings, businesses and/or commercial establishments requiring the issuance of a building permit on or after August 15, 1990.

(c) Visibility required. Each and every residential dwelling(s), business(es) and/or commercial establishment(s) within the City of Turlock shall display the alpha or numeric street address and other identifying data in such a manner that the identifying information is visible from the street that said dwelling, business and/or commercial establishment fronts and in accordance with the standard provided in subsections (c) through (f) of this section.

(d) Display. All alpha or numeric street addresses and other identifying data shall be no less than six (6") inches in height, or as required by the Fire Marshal, and shall be of a contrasting color to the background to which they are attached. All alpha or numeric street addresses and other identifying data shall be externally illuminated during the hours of darkness, or from 6:00 p.m. to 6:00 a.m.

(e) Alternate display. As an alternative and exception to the display requirements established in subsection (d) of this section, and in coordination with the Fire Marshal of the City of Turlock, alpha or numeric street addresses and other identifying data may be displayed as follows: the alpha or numeric data and identifying data shall be no less than two and one-half (2.5") inches if an approved internally illuminated electrical display device is used.

(f) Display location. The alpha or numeric street addresses and other identifying data shall be conspicuously placed as approved by the Fire Marshal of the City of Turlock. In approving the display location, the Fire Marshal of the City of Turlock shall ensure that the approved location is visible from the street.

(g) Multiple dwelling display requirements. All multiple dwelling or condominium complexes containing nine (9) or more dwelling units shall have a diagrammatic representation of the complex located at the main entrance thereto. The diagrammatic representation shall indicate the location of the viewer and the individual dwelling unit designations. All individual dwelling units within multiple dwelling unit or condominium complexes shall have an alpha or numeric designation and other identifying data of not less than six (6") inches in height, or as required by the Fire Marshal, prominently displayed immediately above, on or at the side of the proper door or main entrance.

(h) Condition precedent to issuance of building permit. No building permit shall be issued by the Building Official of the City of Turlock until the official number for the premises has been obtained from the Planning Division.

(i) Penalties.

(1) Any individual, business or commercial establishment that fails to maintain or display the alpha or numeric street address or other identifying data in the manner prescribed herein in violation of this section shall be guilty of a misdemeanor and shall be punished as provided in subsections (h)(2) and (3) of this section.

(2) An individual, business or commercial establishment that violates this section is punishable by a fine of not more than Five Hundred and no/100ths ($500.00) Dollars or imprisonment in the Stanislaus County Jail for not more than six (6) months, or both.

(3) Any individual, business or commercial establishment that continues in violation of this section after fifteen (15) days’ written notice of such violation has been issued shall be guilty of a separate offense for each and every day during which the violation continues, pursuant to TMC 1-2-01.

(j) Nuisance abatement. The City of Turlock may, at its discretion, utilize the nuisance abatement procedure provided in TMC 5-5-101 et seq. to make the alpha or numeric street address or other identifying data visible from the street. The cost of making the address visible from the street shall be assessed against the property owner and a lien shall be placed against the subject property on the tax rolls.

8-4-20 Plat book of numbers.

For the purpose of facilitating correct numbering, a database of all the streets, avenues, and public highways within the City, showing the proper numbers of all lots, buildings, and houses fronting upon all streets, avenues, and highways, shall be kept in a database maintained by the Planning Division. Upon written request, review of the database information shall be open to all persons during regular office hours.
