2.100.010 Purpose.

There is hereby created a public parks committee for the town, which shall also be known as the PPC (hereinafter referred to as “committee” in these rules of procedure), composed of a minimum of three and a maximum of five members, who may perform all functions currently or hereinafter authorized by this chapter and future ordinances adopted by the board of trustees. 2.100.020 Members.

(a) Committee members shall be appointed by the board of trustees.

(b) The board of trustees may appoint ex officio members to the committee who shall not have any voting rights. [Ord. 949 § 1 (Exh. A), 2021; Ord. 939 § 1 (Exh. A), 2020].

2.100.030 Terms.

The term of committee members shall be two years. [Ord. 949 § 1 (Exh. A), 2021; Ord. 939 § 1 (Exh. A), 2020].

2.100.040 Responsibilities.

(a) The committee shall act in an advisory capacity to the board of trustees, the Granby recreation department, and the town manager as requested by the board of trustees, the town manager, or the recreation director.

(b) The committee is authorized to explore matters related to all aspects of planning, operations, maintenance, and installation of the public parks within the town of Granby and make recommendations to the board of trustees, town manager, or the recreation director.

(c) The committee shall hold at least one regular meeting each quarter. A quorum is not required to hold a meeting. No vote or recommendation to the town board shall take place without a quorum. [Ord. 949 § 1 (Exh. A), 2021; Ord. 939 § 1 (Exh. A), 2020].

2.100.050 Chairperson.

The committee shall elect a chairperson from among its members. The term of the chairperson shall be one year with eligibility for reelection. [Ord. 949 § 1 (Exh. A), 2021; Ord. 939 § 1 (Exh. A), 2020].

2.100.060 Eligibility.

All members of the committee shall be bona fide residents within the 80446 zip code, individuals who own property within the town limits, or individuals who own a business within the town. Committee members should provide a broad representation from the community and maintain an interest in promoting the best interest of the town; be objective and thoughtful. [Ord. 949 § 1 (Exh. 2.100.070 Resignation, removal, and vacancy from committee.

(a) Any member of the committee may resign by providing written notice to the chairperson of the committee.

(b) Members of the committee serve at the pleasure of the board of trustees and may be removed with or without cause at any time by the board of trustees.

(c) Any vacancy on the committee, whether through the tender of resignation, expiration of the term, or removal by the board of trustees, shall be filled by the board of trustees appointment. [Ord. 949 § 1 (Exh. A), 2021; Ord. 939 § 1 (Exh. A), 2020].

2.100.080 Expenditures and employees.

The committee is not authorized to hire any employees or expend any town funds. The town manager may assign staff and make other resources available to the committee as the town manager deems appropriate. [Ord. 949 § 1 (Exh. A), 2021; Ord. 939 § 1 (Exh. A), 2020].
