2.36.010 Established – Purpose.

A drug and alcohol abuse task force is established as an advisory body to perform the functions described in this chapter and to carry out any other duties which the council may assign. (Ord. 88-4 § 1)

2.36.020 Membership.

The committee shall consist of seven or more members appointed by the mayor with the concurrence of the city council, to serve at the pleasure of the mayor and council. To be eligible for appointment to and continued service on this committee, a person at the time of appointment and throughout his or her term of service, for terms commencing after July 1, 1991, must be a resident of Lincoln County. First preference for appointment to the committee will be given to city residents. (Ord. 91-24 § 1; Ord. 88-4 § 2)

2.36.030 Terms of office – Removal.

A. At time of appointment, the mayor shall assign the term of office to each committee member as follows: one for one year; two for two years; two for three years; and two for four years. Their successors and any additional appointments shall hold office for four years.

B. A member may be removed from the committee by the mayor with the concurrence of the city council at any time. (Ord. 88-4 § 3)

2.36.040 Presiding officers.

At its first meeting of each calendar year, the committee shall elect a chairperson and a vice-chairperson, to serve one-year terms. (Ord. 88-4 § 4)

2.36.050 Consultants and grants.

The committee may retain consultants and accept grants with the approval of the city council. (Ord. 88-4 § 5)

2.36.060 Powers and duties.

The committee shall have the following powers and duties:

A. Assess public opinion regarding drug and alcohol abuse;

B. Solicit expert advice regarding drug and alcohol abuse;

C. Advise on the coordination of activities regarding drug and alcohol abuse;

D. Provide for means of information-sharing regarding drug and alcohol abuse;

E. Make recommendations on the establishment and implementation of programs related to drug and alcohol abuse;

F. Advise city council and staff on the establishment or implementation of educational programs on the subject of drugs and alcohol in the community;

G. Advise city council and staff on enforcement programs relating to drug and alcohol abuse;

H. Advise city council and staff on the establishment or implementation of additional regulations relating to drug and alcohol abuse;

I. Advise city council and staff on the establishment or implementation of rehabilitation programs for drug and alcohol treatment. (Ord. 88-4 § 6)

2.36.070 Limitation of authority.

The committee only has such authority as is specified in this chapter or as authorized by subsequent motions or resolutions of the council. (Ord. 88-4 § 7)
