10.32.020 Obedience to traffic rules.

Every person riding or operating a bicycle on any street, alley or public place in the city, shall be subject to all provisions of the laws of the state of Oregon and the ordinances of the city applicable to the drivers of vehicles, except the provisions thereof that by their very nature can have no application.

10.32.030 Passengers prohibited.

No person shall operate or ride on any bicycle upon any streets, alleys or public places in the city with two or more persons upon the same bicycle; provided, however, that this restriction shall not apply to tandem bicycles or other bicycles equipped for two or more riders and no person shall be permitted to operate a bicycle with the passenger in front of the operator.

10.32.040 Holding onto vehicle prohibited.

No person while riding or operating a bicycle upon any street, alley or other public place in the city shall hold to any other vehicles.

10.32.050 Riding on sidewalk prohibited.

No person shall ride or operate any bicycle on any sidewalk in the city except bicycles used for the delivery of papers or merchandise and then only in the residential sections of the city when the sidewalk is not being used by pedestrians.

10.32.060 Riding on right required.

Every person riding or operating a bicycle on any street alley or public place in the city, shall keep the bicycle on the extreme right of the traffic-lane, and it shall be unlawful for two or more operators of bicycles to travel abreast on any street, alley or other public place in the city or to operate the bicycle otherwise than in single file.

10.32.070 Standing not to obstruct passage.

No operator of a bicycle shall leave his bicycle lying or standing in such a manner that shall hinder or impede the streets or alleys within the city, but shall take proper care to see that his bicycle is so placed to avoid annoyance and danger of accident during his absence from it.

10.32.080 Night operation equipment requirements.

No person shall operate a bicycle on any street, alley or public place in the city at any time from one-half hour after sunset until one-half hour before sunrise unless it is equipped with a lamp on the front exhibiting a white light visible from a distance of at least five hundred feet to the front of such bicycle, and a red reflector on the rear, of such size or characteristic and so mounted as to be visible at night from all distances within three hundred feet from the rear of such bicycle.

10.32.090 Violation--Penalty--Impoundment.

Any person violating any of the provisions of this chapter shall, upon conviction thereof, be punished by the impoundment of his bicycle at the Phoenix police department for such period as the court may determine. Any person, upon conviction of violation of any provision of this chapter, shall be punishable by a fine pursuant to Section 1.20.020 of this code.
