3.15.010 Expenditure limit.

No City officer or employee may make or incur an expenditure of City funds that exceeds the budgeted amount for the applicable department. (Ord. 2015-04 § 1, 2015.)

3.15.020 Purchasing agent.

The Mayor shall act as the purchasing agent for the City. The Mayor may delegate this function to the City Recorder or City Treasurer for specific purchases. In performing these roles, the Mayor and City Recorder or City Treasurer shall comply with all requirements of the Uniform Fiscal Procedures Act for Utah Cities, the Uniform Accounting Manual for Utah Cities, and other applicable provisions of the Utah Code as amended. 3.15.030 Bids or estimates for purchases.

1. The purchasing agent shall use his or her best efforts to obtain the lowest competitive price for all purchases using City funds, while taking into consideration the need for quality, proximity and timeliness when appropriate.

2. The purchasing agent may approve an expenditure in an amount less than $3,000 without soliciting formal bids or estimates, but shall use reasonable efforts to receive the best competitive price.

3. For expenditures greater than $3,000 but less than $10,000, the purchasing agent shall obtain three written cost proposals before making the expenditure, unless it is impossible to obtain three such proposals. A purchase made through a vendor with an approved procurement contract by the state of Utah is exempt from the requirement to obtain cost proposals.

4. All purchases exceeding $10,000 shall require prior approval by the City Council, utilizing the means which the Council determines to be best suited to produce competitive offers and greatest value for the City. (Ord. 2015-04 § 1, 2015.)

3.15.040 Expenditures for building improvements or public works projects.

Before contracting or making an expenditure for a building improvement or public works project that exceeds the bid limit, as defined in the current version of the Utah Code, the City and its officers and employees shall comply with all bidding and procurement procedures, including advertising and public notice, as required by the current version of Utah Code as amended.
