2.17.010 Creation.

There is created in the City of Airway Heights a Youth Advisory Commission. (Ord. C-821 § 2, 2014)

2.17.020 Purpose.

The Youth Advisory Commission shall have the following purposes:

A. To provide a structure within City government to respond to the needs of youth and children;

B. To serve as a voice for all children and youth by understanding, recognizing, and making recommendations to the City Council on issues that promote a safe, healthy, and positive environment for youth and child development; and

C. To plan and implement activities and programs which promote a positive environment for youth. (Ord. C-821 § 3, 2014)

2.17.030 Powers and duties.

The City of Airway Heights Youth Advisory Commission shall make recommendations to the City Council and have the authority to implement recommendations adopted by the City Council. The Youth Advisory Commission shall have the following functions:

A. Act in an advisory capacity to the City Council on matters pertaining to the youth and child population, especially as it relates to municipal programs and projects;

B. Maintain a constructive working relationship with organizations working towards a better quality of life for youth and children;

C. Recognize youth and children making significant contributions to the community;

D. Design and participate in activities and programs intended to generate youth input; and

E. Identify the unmet needs of youth and children through personal contact with youth and children, school officials, youth providers, and others. (Ord. C-821 § 4, 2014)

2.17.040 Membership.

A. The Commission shall be composed of 10 members;

B. The members of the Commission shall be appointed by the City Council. Each Commission member must sign the Airway Heights Youth Advisory Commission Code of Ethics prior to assumption of their duties as a Youth Commissioner. All appointments to the Commission shall be for a period of two years except for Commissioners who are appointed during their senior year in high school; these Commissioners shall serve for a period not to extend beyond their graduation date from high school. The term of an appointed Commissioner shall be October 1st to September 30th of each calendar year unless a Commissioner is appointed during the midyear to fill a vacancy on the Commission;

C. The City Council may remove a member upon recommendation from the Chair for inefficiency, neglect of duty, misconduct, or three unexcused or unexplained absences, and such action shall be final; and

D. All Youth Advisory Commissioners shall serve without pay. (Ord. C-847 § 1, 2015; Ord. C-821 § 5, 2014)

2.17.050 Officers.

Officers of the Commission shall be elected in the first scheduled meeting in October of each year. Officers of the Commission shall consist of a Chairman, Vice Chairman, Secretary, Treasurer, and their duties are:

A. Chair.

1. It shall be the duty of the Chair to preside at all meetings of the Commission;

2. The Chair shall appoint any special committees;

3. The Chair is empowered to call additional meetings as needed;

4. The Chair shall prepare the agenda for each meeting from items submitted by the Youth Advisory Commission members, Parks and Recreation Department Staff, and the public;

5. The Chair shall provide six-month updates to the Park Advisory Board, City Council and other groups as desired.

B. Vice Chair.

1. The Vice Chair shall perform the duties of the Chair in his or her absence;

2. When necessary, the Vice Chair shall assume any duties assigned by the Chair;

3. The Vice Chair shall succeed to the office of the Chair in the event the Chair steps down during an unexpired term.

C. Secretary.

1. The Secretary shall record and prepare minutes of all regular and special meetings of the Commission;

2. The Secretary shall keep a record of attendance of Commission members at Youth Advisory Commission meetings;

3. The Secretary shall maintain all records of the Youth Advisory Commission;

4. The Secretary shall file the original copy of the minutes when they have been approved by the Commission and signed by the Chair with the Parks and Recreation Director.

D. Treasurer.

1. The Treasurer shall plan, evaluate, and implement and report back to the Commission any budgetary items.

2. The Treasurer shall assist committees in determining projected costs and revenues for every Youth Advisory Commission function.

3. The Treasurer shall receive on behalf of the City any gifts or bequests of money or other personal property or any donation to be applied, principal and income, for either temporary or permanent use for playgrounds, or other recreational purposes, the same to be deposited with the City Finance Office to be used exclusively for parks and recreational purposes. 2.17.060 Conduct of business.

A majority of the Commission shall constitute a quorum for the transaction of business. A majority vote is 50 percent plus one of the members present at a meeting. This majority shall be necessary to carry any proposition. (Ord. C-821 § 7, 2014)

2.17.070 Meetings.

Meetings of the Commission shall be scheduled at the first scheduled meeting in October of each year. Alternate meetings of the Commission may be set by the Commission during times of holidays and summer vacations. The Chair may call special meetings as needed. (Ord. C-864 § 1, 2015; Ord. 2.17.080 Administration.

The chief administrative officer of the Youth Advisory Commission shall be the Parks and Recreation Director and/or their designee. (Ord. C-821 § 9, 2014)
