2.18.010 Creation.

There is created in the City of Airway Heights a Senior Advisory Commission. (Ord. C-820 § 2, 2014)

2.18.020 Purpose.

The Senior Advisory Commission shall have the following purposes:

A. To act as a liaison for all seniors in the City of Airway Heights and advise on ways to enrich and enhance the health and quality of life of seniors in the community;

B. To solicit input and act as a public forum for issues that affect seniors in the community;

C. To provide advice based on input received to improve the programs, policies, and services provided to seniors;

D. To form partnerships in the community to educate, inform, and improve the quality of life for seniors;

E. To work with and support existing senior programs;

F. To assist with volunteer recruitment; and

G. To assist with the marketing of senior programs, activities and events. (Ord. C-820 § 3, 2014)

2.18.030 Powers and duties.

The City of Airway Heights Senior Advisory Commission shall make recommendations to the City Council and have the authority to implement recommendations adopted by the City Council. The Senior Advisory Commission shall have the following functions:

A. Act in an advisory capacity to the City Council on matters pertaining to the senior population, especially as it relates to municipal programs and projects;

B. Maintain a constructive working relationship with organizations working towards a better quality of life for seniors;

C. Recognize seniors making significant contributions to the community; and

D. Design and participate in activities and programs intended to generate senior input. (Ord. C-820 § 4, 2014)

2.18.040 Membership.

A. The Commission shall be composed of no less than five nor more than seven members. Members of the Commission shall be residents of the City of Airway Heights. Members shall have demonstrated interest, competence or knowledge regarding problems or issues relating to health, morale and welfare of senior citizens. Members shall be representative of the different geographical areas of the City;

B. The members of the Commission shall be appointed by the City Council. Each Commission member must sign the Airway Heights Senior Advisory Commission Code of Ethics prior to assumption of their duties as a Senior Advisory Commissioner;

C. All appointments to the Commission shall be for a period of three years; provided, that the first term of office the appointed member terms shall be staggered so that not all terms expire simultaneously. At the expiration of each member’s term, a successor shall be appointed for a term of three years. Members shall serve until their successors have been appointed and qualified. Vacancies shall be filled in the same manner in which original appointments are made, but appointments to fill vacancies shall be only for the remainder of the unexpired term. A Commissioner’s term shall coincide with the calendar year, beginning January 1st and expiring December 31st;

D. The City Council may remove a member upon recommendation of the Chair for inefficiency, neglect of duty, misconduct, or three unexcused or unexplained absences, and such action shall be final; and

E. All Senior Advisory Commissioners shall serve without pay. (Ord. C-820 § 5, 2014)

2.18.050 Officers.

Officers of the Commission shall be elected in the first scheduled meeting in January of each year. Officers of the Commission shall consist of a Chairman, Vice Chairman and Secretary, and their duties are:

A. Chair.

1. It shall be the duty of the Chair to preside at all meetings of the Commission;

2. The Chair shall appoint any special committees;

3. The Chair is empowered to call additional meetings as needed;

4. The Chair shall prepare the agenda for each meeting from items submitted by the Senior Commission members, Parks and Recreation Department Staff, and the public;

5. The Chair shall provide six-month updates to the Park Advisory Board, City Council and other groups as desired.

B. Vice Chair.

1. The Vice Chair shall perform the duties of the Chair in his or her absence;

2. When necessary, the Vice Chair shall assume any duties assigned by the Chair;

3. The Vice Chair shall succeed to the office of the Chair in the event the Chair steps down during an unexpired term.

C. Secretary.

1. The Secretary shall record and prepare minutes of all regular and special meetings of the Commission;

2. The Secretary shall keep a record of attendance of Commission members at Senior Advisory Commission Meetings;

3. The Secretary shall maintain all records of the Senior Advisory Commission;

4. The Secretary shall file the original copy of the minutes when they have been approved by the Commission and signed by the Chair with the Parks and Recreation Director. (Ord. C-820 § 6, 2014)

2.18.060 Conduct of business.

A majority of the Commission shall constitute a quorum for the transaction of business. A majority vote is 50 percent plus one of the members present at a meeting. This majority shall be necessary to carry any proposition. (Ord. C-820 § 7, 2014)

2.18.070 Meetings.

Meetings of the Commission shall be held once each month on the third Tuesday of each month. Meetings shall be held at 2:00 p.m. at the Airway Heights Community Center, 13120 W. 13th Avenue, Airway Heights. The Chair may call special meetings as needed. (Ord. C-820 § 8, 2014)

2.18.080 Administration.

The chief administrative officer of the Senior Advisory Commission shall be the Parks and Recreation Director and/or their designee. (Ord. C-820 § 9, 2014)
