2.30.010 CIVIL SERVICE COMMISSION.

There is created in Article VI (Sections 28 through 31) of the City Charter the City of Bremerton Civil Service System. The creation of the Civil Service Commission is set forth in Section 28 and its rules and powers are set forth in Section 29 of the Charter. (Ord. 5003 §3 (part), 2007)

2.30.020 EMPLOYEES INCLUDED IN CIVIL SERVICE.

(a)    Except as set forth in subsection (b) of this section, all full time paid employees of the Police Department and the Fire Department are included in and covered by the City’s Civil Service System.

(b)    With the exception of the incumbent Chief of Police and Fire Chief on the effective date of the ordinance creating this subsection1, the positions of Chief of Police and Fire Chief shall be exempt from and shall not be classified positions under the City’s Civil Service System.

(c)    As authorized pursuant to Section 31 of the City Charter, all other employees of the City are exempt from the City’s Civil Service System. (Ord. 5190 §1, 2012: Ord. 5003 §3 (part), 2007)

2.30.030 POSITION CREATED.

There is created, in Section 30 of the City Charter, the position of Civil Service Officer. (Ord. 5003 §3 (part), 2007: Ord. 4177 §1, 1988. Formerly 2.30.010)

2.30.040 DUTIES OF THE CIVIL SERVICE OFFICER.

The Civil Service Officer shall be responsible for the following functions:

(a)    Design and conduct employee selection procedures for the Civil Service Commission.

(b)    Maintain civil service records.

(c)    Administer the City’s Equal Employment Opportunity Plan for civil service employees.

(d)    Provide for civil service employee classification as required by the work force needs of the City.

(e)    Coordinate hearings of appeals and other requests for relief made to the Civil Service Commission.

(f)    Conduct such investigations or perform such other duties as may be directed by the Civil Service Commission for the efficient administration of the Civil Service System.
