2.60.010 Created.

There is created a civil service commission for the police department of the city, which will be called the Connell civil service commission for the city police, under the authority of chapter 41.12 RCW, which code is adopted in full by this reference and made a part of this chapter as if set out in detail in this chapter. (Ord. 431 (part), 1979).

2.60.020 Appointment and terms.

The mayor of the city shall forthwith appoint three eligible Connell citizens to organize a civil service commission for the purpose of administering the Connell police department under the terms of the statutes referred to in Section 2.60.010. For the first term, one member shall be appointed for two years, one member for four years, and one member shall be appointed for a term of six years. (Ord. 431 (part), 1979).

2.60.030 Meetings, storage and office space.

The civil service commission is granted temporary office space and temporary meeting room in the Connell City Hall, and city officials will cooperate to make space available as is reasonably necessary to carry out the commission’s lawful functions, and provided a temporary storage space for files and records of the commission. (Ord. 431 (part), 1979).

2.60.040 Temporary clerical assistance.

Until sufficient funds are available, the city clerk shall furnish temporary clerical assistance to the commission as is reasonably required to perform its lawful duties. (Ord. 431 (part), 1979).

2.60.050 Standards.

The appointment, the terms and removal of commission members, the organization of the commission, its powers, administration of police personnel, approval of payrolls, penalties for violations, and definitions of terms shall be in accordance with the provisions of chapter 40.12 RCW. (Ord. 431 (part), 1979).

2.60.060 Estimate of expenses.

The commission shall timely file an estimate of expenditures for each subsequent year as required by other city departments.

The council shall make an emergency appropriation of sufficient funds of the police commission to acquire a minimal quantity of initial necessary supplies and to pay necessary initial expenses. (Ord. 431 (part), 1979).

2.60.070 Chief—Appointment and removal.

Any chief of police appointed prior to the effective date of the ordinance codified in this section may be removed by the mayor subject to any applicable law, ordinance, rule or regulation relating to civil service then in force and effect. Any chief of police appointed after the effective date of the ordinance codified in this section shall be appointed by the mayor upon the basis of his qualification and experience for such office, and he may be removed by the mayor at any time, for any reason, subject only to any applicable law, ordinance, rule or regulation then in force and effect. Police chiefs appointed after the effective date of the ordinance codified in this section are excluded from the classified civil service. (Ord. 613 § 1, 1993).
