8.14.010 Veterans’ organizations to provide relief – Registration.

Each veterans’ organization in Cowlitz County wishing to provide relief to indigent veterans shall register with the Cowlitz County Auditor during October of each year, and shall provide the Cowlitz County Veterans’ Relief Coordinator with the name and facsimile signatures of the commander and quartermaster, adjutant or service officer. Each organization so registered shall be offered membership in the Cowlitz County Veterans’ Association. The filing required by this section shall be valid only until the following October, and shall be made annually. [Ord. 08-056, 4-30-08; Ord. 06-072, 6-13-06; Ord. 98-182, § 1, 10-26-98.]

8.14.020 Cowlitz County Veterans’ Association.

The Cowlitz County Veterans’ Association shall consist of elected or appointed representatives of veterans’ organizations that have registered with the Auditor in accordance with this chapter and other organizations or individuals granted membership or associate membership by such Association. The Cowlitz County Veterans’ Association shall serve as an advisory group to the county in all matters relating to veterans’ relief and may enter into agreement with the county or other agencies relating to administration of the Veterans’ Relief Fund. 8.14.025 Veterans’ Advisory Board.

The Veterans’ Advisory Board is an advisory group appointed by the Board of Cowlitz County Commissioners to serve the veterans of Cowlitz County. The purpose of the Veterans’ Advisory Board is to advise the Board of Cowlitz County Commissioners on the needs of local indigent veterans, the resources available to local indigent veterans, and programs that could benefit the needs of local indigent veterans and their families.

The Veterans’ Advisory Board shall consist of seven voting members. No fewer than a majority of the board members shall be members from nationally recognized veterans’ service organizations and only veterans are eligible to serve as board members. The Board of County Commissioners shall appoint members for four-year terms. Terms shall be staggered so that no more than three members of the Veterans’ Advisory Board shall have terms expiring in any year. Terms shall begin on November 1st. 8.14.030 Veterans’ Relief Coordinator.

The county legislative authority shall appoint a County Veterans’ Relief Coordinator to coordinate the administration of this chapter. The Veterans’ Relief Coordinator shall be responsible for determining and certifying veteran eligibility pursuant to such eligibility requirements as may be established by resolution of the county legislative authority or through agreements with the Cowlitz County Veterans’ Association, for issuance of warrants or vouchers, for recording of applications for relief, and for ongoing administration of the Veterans’ Relief Fund. 8.14.040 Veterans’ relief administration rules.

The county shall adopt and revise from time to time rules for the administration and disbursement of the Veterans’ Relief Fund, which rules shall be controlling in connection with all requests for relief. Such rules may be adopted or revised by resolution of the county legislative authority. [Ord. 08-056, 4-30-08; Ord. 06-072, 6-13-06; Ord. 98-182, § 4, 10-26-98.]

8.14.050 Validity.

If any section, subsection, or other portion of this chapter is for any reason held invalid or unconstitutional by any court of competent jurisdiction, such section, subsection, or portion thereof shall be deemed a separate provision of this chapter and such holding shall not affect the validity of the remaining portions of this chapter.
