15.34.010 Intent.

In accordance with the Cowlitz County comprehensive solid waste management plan (SWMP) goals and policies on funding and finance, the county has adopted user rates and fees to operate the county’s landfill and drop box facilities as efficiently and effectively as possible and to provide safe and sanitary disposal of the county’s solid waste in compliance with federal, state, and local codes and regulations. 15.34.020 Fees.

The county may assess reasonable user rates and fees for all services or actions provided for in this chapter. The fees shall be charged in the amounts specified in the county schedule of rates and fees as adopted and updated from time to time by resolution of the Cowlitz County Board of County Commissioners and in accordance with CCC 15.34.030. The current fee schedule shall be on file with the Board of Commissioners. [Ord. 13-094, § 3, 9-24-13.]

15.34.030 Rate adjustments.

A. As part of the budget process, the rates and fees for waste disposal at the Cowlitz County disposal sites may be adjusted biannually by a percentage increase which shall not exceed the percent change in the CPI for the 24 months ending the preceding June. Any such adjusted rates and fees shall become effective January 1st of the new budget year. “CPI” means the Consumer Price Index, All Cities, Urban Workers and Clerical Workers, as published by the U.S. Department of Labor.

B. Proposed rate increases greater than the CPI for the prior 24 months will require a public hearing process prior to adoption. All proposed rate adjustments will not be automatic but shall be justified and shall be reviewed and commented on by the Cowlitz County Solid Waste Advisory Committee. [Ord. 13-094, § 4, 9-24-13.]

15.34.100 Legislative findings – Volunteer cleanup drives.

The Board of County Commissioners of Cowlitz County, State of Washington, deems it to be in the best interest of the citizens of said county and in the interest of the public health, safety, and welfare that voluntary groups engaged in the collection of solid wastes (garbage), litter, and/or trash in the course of a special-project cleanup drive be authorized by the Solid Waste Systems Superintendent to deposit such wastes, litter, and/or trash at the disposal sites within Cowlitz County at no cost.
