18.27.010 Purpose.

The purpose of the rural recreation (R-REC) district is to provide the opportunity for the development, redevelopment, and infill of existing intensely developed rural recreational areas for residential, recreation, and tourist-related development consistent with the rural character in the vicinity. These areas provide a distinct rural lifestyle closely associated with the many natural amenities found within Douglas County. These areas are clearly identifiable as existing intensely developed rural recreational developments where a logical boundary can be delineated and as set by the built environment. Such boundary shall not permit or encourage a new pattern of sprawling low density. The predominate parcel size is generally less than one acre in size. Uses may include intensification of existing residential development or new development of residential, small scale recreational or tourist uses, provided uses rely on a rural location and do not encourage urban type development or services. 18.27.020 Permitted uses.

The following uses are permitted outright in the R-REC district:

A.    Agricultural uses such as the cultivation of fruit and nut trees, grape vines, row crop production, nonretail greenhouses and nurseries and other horticultural stock and the keeping of livestock and poultry, subject to DCC Chapter 18.16;

B.    Wineries and associated facilities including tasting rooms;

C.    Single-family dwelling;

D.    Duplex dwelling, subject to the density provisions established in DCC Section 18.27.080;

E.    Agricultural support activities for Ag-to-Ag transfers pursuant to DCC Section 18.16.220;

F.    Structures for the storage of personal property, such as private garages and carport structures, equipment buildings or storage sheds, not intended for human habitation as living quarters;

G.    Bed and breakfast operations with three or fewer rooms;

H.    Riding stables, horse boarding/training facilities; and

18.27.030 Accessory uses.

The following are considered accessory uses to the primary use:

A.     In-home day care;

B.     Accessory agricultural housing pursuant to DCC Chapter 18.16;

C.     Home fruit stands in accordance with DCC Chapter 18.16;

D.    Accessory structures for the storage of personal property, such as private garages and carport structures, equipment buildings or storage sheds, not intended for human habitation as living quarters;

E.    Accessory structures for the keeping and raising of livestock/poultry and general farming including barns, shops, product storage facilities, and shelters, provided the agricultural products are produced on site or on other lands owned/controlled by the owner/operator; and

18.27.040 Conditional uses.

Those uses designated in the conditional use permit matrix as conditional uses and approved pursuant to DCC Chapter 18.80; provided, that the development standards of this chapter are met. (Ord. TLS 03-01-01B Exh. B (part): Ord. TLS 01-04-07B Exh. B (part))

18.27.050 Prohibited uses.

The following are prohibited uses in the R-REC district:

A.    Accumulation of junk materials;

B.    Signs, except as provided in DCC Chapters 18.80 and 20.44;

C.    Mineral extraction;

D.    Commercial feed or sales lots;

E.    Vehicle, equipment, implement or appliance repair, except as approved pursuant to DCC Chapter 18.78;

F.    Marijuana production and/or processing for any purpose; and

18.27.060 Development standards.

Development in the R-REC district shall meet all of the applicable provisions of the DCC and the following requirements:

A.    Lot Size. Fifteen thousand square feet;

B.    Lot Width. Seventy feet minimum width;

C.    Lot Coverage. The maximum lot coverage shall be calculated at thirty-five percent for the first acre and twenty percent for the remaining land area;

D.    Building Height. Thirty-five feet maximum height for residential buildings and forty feet for agricultural structures; and

E.    Landscaping, off-street parking/loading, road improvements and stormwater drainage shall be provided in accordance with DCC Title 20. (Res. TLS 04-39 Att. (part): Ord. TLS 03-01-01B Exh. B (part): Ord. TLS 01-04-07B Exh. B (part))

18.27.070 Performance standards.

18.27.080 Density.
