13.03.010 Personnel.

(a) The City of DuPont shall maintain an adequate level of trained leadership, command, supervisory and operational personnel to fulfill the mission of the Fire Department and to meet established levels of service as adopted by the City Council.  This includes staffing models solely maintained by the City of DuPont career/part-time/volunteer personnel; cooperative or consolidated operations with other agencies; or the City belonging to a regional emergency service model.

(b) All career personnel covered by LEOFF II retirement system shall be hired under DuPont Civil Service rules and regulations;

Exception:  Fire Chief.

(c) All City of DuPont Fire Department personnel (career/part-time/volunteer) shall be selected with the same standards and instruments regardless of their status.

(d) All adopted, current City of DuPont and Fire Department personnel rules, regulations, requirements, standards and SOGs apply fully to all Fire Department personnel regardless of their status: career/part-time/volunteer.

(e) All Fire Department personnel shall fulfill and accomplish the requirements of the most currently adopted City of DuPont job description for their position regardless of their status: career/part-time/volunteer.  (Ord. 10-897 § 1).

13.03.020 Fire Chief.

(a) The Fire Chief shall be appointed by the Mayor.

(b) The Fire Chief is not covered under the City of DuPont Civil Service.

(c) The Fire Chief shall develop policies and procedures for Fire Department operation.  These policies and procedures shall be reviewed annually.

(d) The Fire Chief shall make recommendations to the City Council for levels of service during the first quarter of each year.  These recommendations shall include a comprehensive report on the past year and recommend response standards for the current year.

(e) During the second quarter the Fire Chief shall, in concert with the most currently adopted level of service standards, develop and maintain a Fire Department Master Plan that projects the mission, goals, performance objectives, standards of coverage, organizational design and needed resources for at least five years into the future.  The plan shall be reviewed and revised annually and approved by the City Council.  (Ord. 10-897 § 1).

13.03.030 Volunteer status--Stipend.

(a) Should the City of DuPont employ a service model that includes volunteer members assigned to the Fire Department, those personnel of the DuPont Fire Department are not employees of the City of DuPont and therefore are not subject to any of the rights or benefits of a City employee.

(b) Volunteer members assigned to the DuPont Fire Department shall provide all services voluntarily with no remuneration, compensation or wage for the services provided.

(c) Volunteer members assigned to the DuPont Fire Department shall receive a reimbursement of incidental personal expenses stipend in accordance with the City of DuPont policy.

(d) Each volunteer member of the DuPont Fire Department shall be enrolled under the Volunteer Firefighters’ and Reserve Officers’ Relief and Pension Act upon becoming a member.  (Ord. 10-897 § 1).
