13.04.010 Authorization for service fees.

(a) Emergency and nonemergency services (other than ambulance transport) rendered by the Fire Department to properties exempt from general property taxation, or which are outside the property tax jurisdiction of the City of DuPont (except by virtue of a mutual aid fire-fighting agreement), shall be rendered a fee for service for the purposes of recovering the City’s cost for providing aid.

(b) Fees for services rendered in the aforementioned properties shall be based upon the most up-to-date wage and equipment rate schedule adopted and published by the Washington Fire Chiefs (WFC).  Fees for career personnel will be charged at the current DuPont TCC hourly rate for each position.  Fees for volunteer personnel will be charged at the current WFC schedule.

(c) Any and all equipment damaged, lost or destroyed in the course of rendering services described in this section shall be replaced and the responsible party or property owner shall be billed at the actual cost of replacing said equipment.  Depreciation shall not be a consideration in calculating equipment value.  (Ord. 10-897 § 1).

13.04.020 Ambulance treatment/transport rates.

(a) The City of DuPont may render service fees for any rescue or emergency medical services provided.

(b) Service rates shall be established by a resolution of the City Council for rescue services, basic life support/transport services and advanced life support/transport services.  Said services are defined as:

(1) “Basic life support” or “BLS” means noninvasive emergency medical services requiring basic medical treatment skills as defined in WAC 388-546-0001.

(2) “Advanced life support” or “ALS” means invasive emergency medical services requiring advanced medical treatment skills as defined in WAC 388-546-0001.

(c) Rates may be amended from time to time by resolution of the City Council, as a part of the City fee schedule.  A copy of current rates shall be maintained by the City Clerk.  (Ord. 10-897 § 1).

13.04.030 Billing services.

(a) The City is authorized to provide or contract for billing services necessitated through passage of the ordinance codified in this chapter.

(b) The City is authorized to enter into agreements with other governmental jurisdictions or private companies for the provisions of ambulance billing and collection services.  (Ord. 10-897 § 1).

13.04.040 Authority to promulgate regulations.

The City is hereby authorized to promulgate any and all regulations necessary to implement the provisions of this chapter, including regulations related to billing, payment, collections and penalties for delinquent payments.  (Ord. 10-897 § 1).
