2.37.010 Purpose.

This chapter of the city of Entiat, Washington, is to establish a memorial board, which shall be responsible for approving and accepting donations and advising the city and community on issues pertaining to the establishment and maintenance of memorials in parks and public areas as well as being advisors and record keepers of historic structures, places and the people involved for the city of Entiat, Washington. 2.37.020 Title – Board established.

There is established for the city of Entiat a citizen’s advisory board to be known as the memorial board. Within this board committees may be maintained to provide and preserve historical building’s information as well as advise the city on its memorials in the parks, community forest and other public areas. 2.37.030 Membership and compensation.

The memorial board shall consist of not less than six and up to 10 members representing citizens who live or work within the Entiat school boundaries and whom the mayor with the approval of the Entiat city council shall appoint. If possible, the following organizations will be represented: park, tree, cemetery and planning boards, woman’s club, Entiat community historical society, senior citizens, grange, Entiat schools, chamber and city of Entiat, but other community members may be chosen. An effort will be made to keep all organizations informed. Members shall serve without compensation for services performed. (Ord. 798 § 1 (Exh. A), 2019; Ord. 710 § 3, 2010)

2.37.040 Appointments – Terms of office.

The term of the persons to be appointed by the mayor shall be three years. In the event that a vacancy shall occur during the terms of any member, his or her successor shall be appointed for the unexpired portion of the term. The first board shall serve as follows: Two members shall serve for one year each, two members shall serve for two years each and two members shall serve for three years each. The mayor, for inefficiency, neglect of duty, or irreconcilable conflict, may remove a member. Recourse to such a decision shall be by a written appeal to the city council. (Ord. 798 § 1 (Exh. 2.37.050 Meetings.

(1) The board shall have at least one regular meeting two times per year. The board shall determine meeting dates and times. Special meetings may be held as often as the board deems necessary or as directed by the mayor or city council.

(2) For purposes of conducting the board’s business, exercising its powers and for all other purposes, a quorum of the board shall be necessary. Any action taken by those present constituting a quorum during any regular or special meeting of the board shall be deemed and taken as the action and decision of the board.

(3) The board shall elect such officers as it deems necessary in order to conduct business. The board shall adopt such bylaws for procedure as it deems necessary.

(4) The board shall tape record or keep written minutes of all meetings held and all business transacted. All meetings shall be open to the public consistent with state law. All records of the board shall be open to the public inspection, except those that may be exempt from public disclosure under state law. (Ord. 798 § 1 (Exh. A), 2019; Ord. 710 § 5, 2010)

2.37.060 Duties of the memorial board.

The memorial board shall be responsible to the Entiat city council for its duties and actions. The memorial board shall acquire authorization from the Entiat city council prior to undertaking any project. The duties of the memorial board shall include, but not be limited to, the following:

(1) Adopting, amending, maintaining and documenting a memorial policy standardizing memorials in the parks, recreational and open spaces available to the public in Entiat.

(2) Advising and promoting the responsible development of memorials for public lands while keeping records of structures from a historical perspective.

(3) Promoting public education about memorials and our area’s history in conjunction with the Entiat Historical Society.

(4) Promoting proper maintenance of memorials.

(5) Advocating record keeping on area structures and those involved in their use as well as memorials, parks and trees within the city of Entiat and the greater area surrounding it.

(6) Providing for aesthetics within the city of Entiat by following the guidelines of the memorial policy.

(7) Developing innovative and joint funding for Entiat history and memorials from a variety of sources.

(8) Developing programs and projects while working with other community groups to enhance historical record keeping and city memorials.

(9) Providing the mayor and city council with a yearly report regarding memorial board activities at the January city council meeting or special reports at the option of the board or the city council.
