2.40.010 Purpose.

The purpose of the parks and community services advisory board is to promote recreation, study issues, recommend policies and fees, review proposals, and provide written opinions/recommendations to the city council on all issues affecting city parks and public use facilities. 2.40.020 Title – Board established.

There is hereby established for the city of Entiat a reformed citizen’s board to be known as the parks and community services advisory board. (Ord. 634, 2005; Ord. 629 § 3, 2005)

2.40.030 Membership and compensation.

The parks and community services advisory board shall consist of five members from within the Entiat area. When appropriate, a city employee knowledgeable of park operations shall be asked to attend the meetings. A representative from Chelan County PUD will be encouraged to attend informational planning sessions. This board will be open to two nonvoting positions to interested students from Entiat High School. Students shall be recommended by school staff and approved by the board members. All members shall serve as volunteers and without compensation for services performed. (Ord. 634, 2005; Ord. 629 § 4, 2005)

2.40.040 Appointments – Terms of office.

The mayor, with the approval of the Entiat city council, shall appoint the members and one council member as the board liaison. All board members will continue to serve until they resign, are removed or replaced by a new appointment. The mayor and council may remove any member at their discretion. Members may be excused from a meeting by providing advance notice. A member will be replaced if he/she has three or more unexcused absences during any calendar year. The board may request that the mayor appoint a replacement for members. (Ord. 634, 2005; Ord. 629 § 5, 2005)

2.40.050 Meetings.

(1) The board shall have at least one regular meeting four times per year. The board shall determine the regular meeting dates and times. Special meetings may be held as often as the board deems necessary or as directed by the mayor or city council.

(2) For purposes of conducting the board’s business, exercising its powers and for all other purposes, a quorum of the board shall consist of three or more voting members including the board chairperson. Any action taken by a majority of those present, when those present constitute a quorum at any regular or special meeting of the board, shall be deemed as the action and decision of the board.

(3) The board shall elect such officers as it deems necessary in order to conduct business and to adopt rules of procedure and guidelines. One board member will serve as secretary of the board.

(4) The board shall tape record or keep written minutes of all meetings held and all business transacted. All records of the board shall be open to public inspection except those that may be exempt from public disclosure per state law. (Ord. 634, 2005; Ord. 629 § 6, 2005)

2.40.060 Duties.

The park and community services advisory board shall be responsible to the Entiat city council for its duties and actions, and shall acquire authorization prior to undertaking any project. The duties of the board shall include, but not be limited to, the following:

(1) To promote the use of parks and community programs while actively soliciting community input.

(2) To keep the public informed of use, developmental or policy changes relating to Entiat’s public parks and services.

(3) To consider all citizen recommendations, comments and criticisms of current or potential uses dealing with Entiat’s public areas.

(4) To act as a conduit for people’s legitimate needs and concerns to the city council along with recommendations for handling such issues as determined by the board.

(5) To become knowledgeable of the existing park and recreational land and facilities under their jurisdiction.

(6) To present to the city council any board recommendations concerning any use, condition, need or area of future general improvement. Such presentations shall consist of project descriptions, estimated costs, volunteer or paid man hours involved, recommended start and completion dates/times.

(7) To provide to city staff, no later than October 1st, all projected costs of future projects for the city’s budget for the next calendar year.

(8) To provide an annual report to the mayor and city council regarding the current year activities by February 1st of the following year. (Ord. 634, 2005; Ord. 629 § 7, 2005)
