2.45.010 Purpose.

This chapter of the code of the city of Entiat, Washington, is to establish the Entiat tree advisory board, which shall be responsible for advising and educating on issues pertaining to trees and wooded plants in the city of Entiat, Washington, and to maintain the status of Tree City U.S.A. (Ord. 559 § 1, 2000)

2.45.020 Title – Board established.

There is established for the city of Entiat a citizen’s advisory board to be known as the Entiat tree advisory board. (Ord. 559 § 2, 2000)

2.45.030 Memberships and compensation.

The Entiat tree advisory board shall consist of seven members who live or work in the Entiat Valley and whom the mayor with the approval of the Entiat city council shall appoint. Members shall serve without compensation for services performed. (Ord. 559 § 3, 2000)

2.45.040 Appointments – Terms of office.

The term of the persons to be appointed by the mayor shall be three years. In the event that a vacancy shall occur during the term of any member, his or her successor shall be appointed for the unexpired portion of the term. The first board shall serve as follows: two members shall serve for one year each, three members shall serve for two years each, and two members shall serve for three years each. The mayor, for inefficiency, neglect of duty, or irreconcilable conflict, may remove members. (Ord. 559 § 4, 2000)

2.45.050 Meetings.

(1) The board shall have at least one regular meeting six times per year. The board shall determine meeting dates and times. Special meetings may be held as often as the board deems necessary or as directed by the mayor or city council.

(2) For purposes of conducting the board’s business, exercising its powers and for all other purposes, a quorum of the board shall consist of four or more members. Any action taken by a majority of those present, when those present constitute a quorum at any regular or special meeting of the board, shall be deemed and taken as the action and decision of the board.

(3) The board shall elect such officers as it deems necessary in order to conduct business. The board shall adopt such rules of procedure as it deems necessary.

(4) The board shall tape record or keep written minutes of all meetings held and all business transacted. All records of the board shall be open to the public inspection, except those that may be exempt from the public disclosure under state law. (Ord. 559 § 5, 2000)

2.45.060 Duties of the tree advisory board.

The tree board shall be responsible to the Entiat city council for its duties and actions. The tree board shall acquire authorization from the Entiat city council prior to undertaking any project. The duties of the tree board shall include, but not be limited to, the following:

(1) Promoting the responsible planting of trees on public and private property.

(2) Promoting public education about trees.

(3) Promoting proper tree maintenance.

(4) Advocating trees within the city of Entiat.

(5) Providing for aesthetics within the city of Entiat through the formulation and implementation of tree programs.

(6) Developing innovative and joint funding for tree projects from a variety of sources.

(7) Developing programs and projects while working with other community groups to enhance city beautification.

(8) Providing the mayor and city council with a twice-yearly report regarding tree board activities; the first of February of each year and the second at the option of the advisory tree board or the city council.

(9) Develop, maintain and provide a tree standard manual for proper tree planting, maintenance and care of trees and wooded plants.

(10) Provide review, input and advice as requested with regard to the development of landscaping and/or tree ordinances within the city, as well as reviewing project plans for compliance with said ordinances, as requested by city staff. (Ord. 559 § 6, 2000)

2.45.070 Tree City U.S.A.

By adopting the ordinance codified in this chapter the city of Entiat agrees to maintain the status of Tree City U.S.A. Program by meeting the four standard requirements:

(1) Establish a tree board or department;

(2) Establish a tree care ordinance;

(3) Provide a community forestry program with an annual budget of at least $2.00 per capita; and

(4) Support Arbor Day by observance and a proclamation. (Ord. 559 § 7, 2000)
