2.47.010 Purpose.

This chapter is to establish an economic advisory board, which shall be responsible for formulating and maintaining a comprehensive economic development strategy for the city of Entiat and the Entiat Valley. (Ord. 788 § 1 (Exh. A), 2018)

2.47.020 Title – Board established.

There is hereby established for the city of Entiat a reformed citizen’s board to be known as Entiat economic advisory board. (Ord. 788 § 1 (Exh. A), 2018)

2.47.030 Membership and compensation.

The Entiat economic advisory board shall consist of not less than five, or up to nine, members representing citizens who live or work in the Entiat Valley and whom the mayor, with consent of the Entiat city council, shall appoint. The board shall, if possible, contain within its membership a representative from the parks and community service advisory board, planning commission, and Entiat Chamber of Commerce. Members shall serve without compensation for services performed. A city council liaison will be assigned to the committee as a nonvoting member. (Ord. 788 § 1 (Exh. A), 2018)

2.47.040 Appointments – Terms of office.

The term of the persons to be appointed by the mayor shall be three years. In the event that a vacancy shall occur during the term of any member, his or her successor shall be appointed for the unexpired portion of the term. The first board shall serve as follows: one member shall serve for one year; two members shall serve for two years each and two members shall serve for three years each. A member may request reappointment by the mayor after their term has expired. The mayor, for inefficiency, neglect of duty, or irreconcilable conflict, may remove a member. Recourse to such a decision shall be by a written appeal to the city council. (Ord. 788 § 1 (Exh. A), 2018)

2.47.050 Meetings.

(1) The board shall have at least one regular meeting six times per year. The board shall determine meeting dates and times. Special meetings may be held as often as the board deems necessary or as directed by the mayor or city council. Meetings may consist of as few as two members of the board.

(2) For purposes of creating or modifying bylaws and approving proposals or recommendations for the mayor, city council or other applicable entities, a quorum of the board shall be necessary. A quorum is defined as a simple majority. Any action taken by those present constituting a quorum during any regular or special meeting of the board shall be deemed and taken as the action and decision of the board.

(3) The board shall elect a chairperson and such officers as it deems necessary in order to conduct business. The board shall adopt such bylaws for procedure as it deems necessary.

(4) The board shall record or keep written minutes of all meetings held and all business conducted. The board shall tape record or keep written minutes of all meetings held and all business transacted. 2.47.060 Duties of the economic advisory board.

The economic advisory board shall be responsible to the mayor and Entiat city council for its duties and actions. The duties of the economic advisory board shall include, but not be limited to, the following:

(1) Identifying and recommending programs and projects to enhance the economic prosperity of the city and providing that information in the form of proposals to the mayor and city council.

(2) Recommending criteria for marketing campaigns or initiatives to help promote Entiat to preferred compatible parties.

(3) Researching and recommending businesses and services identified as compatible and beneficial to the city of Entiat.

(4) Assisting with development and implementation of programs and projects at the request of the mayor, with approval of city council, as long as such assistance does not interfere with other functions of the board.

(5) Working with the Port of Chelan County, NCWEDD, Entiat Chamber of Commerce and other regional economic entities to help promote and foster growth in the city of Entiat.

(6) Providing the mayor and city council with a yearly report regarding economic advisory board activities at a city council meeting or special reports at the option of the board or the city council.

(7) Identifying and researching potential revenue sources.

(8) Reviewing present and historical business and economic trends. (Ord. 788 § 1 (Exh. A), 2018)
