16.04.005 Agricultural businesses – Seasonal.

Agricultural businesses – seasonal are not subject to the requirements of this chapter, but are subject to the requirements of Chapter 16.04A FMC, Temporary Signs – Agricultural Businesses – Seasonal. (Ord. 1488-03 § 1, 2003).

16.04.010 Permits required.

16.04.020 On-premises requirement.

Unless otherwise provided for in this chapter, all temporary signs shall be located on the premises that they are advertising. (Ord. 1833 § 6, 2013; Ord. 1488-03 § 1, 2003).

16.04.030 Additional submittal.

To obtain a temporary sign permit for display of temporary signs, the applicant shall file an application in writing on a form furnished by community development department. The applicant’s submittal shall include the dimensions and copy of each sign and other information as requested by the community development director. (Ord. 1488-03 § 1, 2003).

16.04.040 Sign size and number allowances.

Repealed by Ord. 2004. (Ord. 1833 § 7, 2013; Ord. 1488-03 § 1, 2003).

16.04.050 Fees.

The fee for a temporary sign permit is specified in FMC 16.08.030. (Ord. 1488-03 § 1, 2003).

16.04.060 Display of temporary signs without a permit.

Display of temporary signs without a permit may result in a notice of sign code violation being issued for the sign display. (Ord. 1488-03 § 1, 2003).

16.04.070 Special promotional events.

Businesses are eligible for an additional temporary sign permit to announce a special promotional event such as annual corporate anniversaries. Special promotional events shall be limited to once per year. Up to three banners may be allowed. Banners attached to the wall of a building shall not exceed 80 square feet in sign area. Other banners (not attached to the wall of a building) shall not exceed 40 square feet in sign area. Banners shall not be displayed for more than 45 days. Holiday sales shall not constitute a special promotional event. Permits are required. (Ord. 2004 § 1 (Exh. A), 2019; Ord. 1833 § 8, 2013; Ord. 1488-03 § 1, 2003).

16.04.080 Community service event and/or award – Commercial zones.*

For community service events and/or awards, in commercial zones, the types of signs allowed will be banners (attached to buildings only) and “A-board.” The maximum size of the signs will be 32 square feet for banners and six square feet for “A-boards.” The maximum number of signs and requirements for removal shall be consistent with FMC 16.04.100. All signs are required to be on private property. (Ord. 1791 § 1, 2012; Ord. 1488-03 § 1, 2003).

16.04.090 Community service event and/or award – Residential zones.*

For community service events and/or awards, in residential zones, the maximum size of the signs will be 32 square feet for banners and eight square feet for “A-boards.” The maximum number of signs and requirements for removal shall be consistent with FMC 16.04.100. All signs are required to be on private property. (Ord. 1791 § 2, 2012; Ord. 1488-03 § 1, 2003).

Additional Allowances

Provided 1 additional temporary sign permit for the calendar year. Pennants may be displayed under a temporary sign permit for such events.9

15 days per calendar year. Days may be split up or used consecutively. Allotted time is cumulative and may be split between different signs.

In addition to the 15 days allotted, a property may feature an additional temporary sign advertising a one-time noncommercial event, including, but not limited to, a political election, a party, wedding, church service, reunion, etc. Sign shall be removed within 10 days after the event is over.

9    Up to one of the three temporary signs may be located off premises; provided, that it is not located in the public right-of-way, is located in the same zoning district at the building being advertised, and authorization from the property owner upon which the off-premises sign is to be located is provided.

11    Signs shall not be displayed on vacant property unless permission has been obtained from the property owner. No temporary signs of any kind shall be located upon public streets, public property, or rights-of-way within the city limits.
