There is created a department of the city known as the “Public Works Department,” which shall be under the supervision of the director of public works who also serves as the city engineer and shall be appointed by the city manager. (Ord. 2972 § 4(A), 1985)

2.48.020 Divisions established—Responsibilities.

The department shall consist of the following divisions:

A. Engineering Division. The division of engineering shall be responsible for all engineering services, including the design and preparation of all contract drawings and specifications for all public work contracts, the preparation of cost estimates, setting the line and grades for all such construction, the supervision and inspection of all such construction, the establishment of all street, alley and walk grades, all city surveying and mapping operations, maintenance of public building, street, water, sewer and storm sewer utility records, review of all subdivision plats for matters requiring engineering determination, processing of all local improvement districts and design of channelization and traffic control devices. This division shall also administer permit applications for street closures and hold administrative authority to grant said permits for construction and emergency purposes.

B. Water Division. The water division shall be responsible for the management, operation and maintenance of all public water supply, pumping stations, storage and distribution facilities.

C. Sewer Division. The sewer division shall be responsible for the management, operation and maintenance of all sanitary sewers, appurtenances and pumping stations.

D. Street Division. The street division shall be responsible for the maintenance of all streets, highways, walks, pavements, surfaces, including maintenance of all storm sewers and appurtenances, street cleaning, street repair, snow and ice removal.

E. Sanitation Division. The sanitation division shall be responsible for the collection and disposal of garbage, rubbish and other wastes.

F. Traffic Division. The traffic division shall be responsible for the management, supervision, servicing, maintenance and repair of all municipal, airport and street lights, street signs, street striping and brush removal. (Ord. 3774 § 1, 2012; Ord. 2972 § 4(C), 1985)

2.48.030 Duties.

The department of public works shall have supervision and control of:

A. The construction, operation and maintenance of all public streets, sidewalks, alleys, bridges and rights-of-way, including the placement and operation of signs, signals and lighting fixtures:

B. The construction, operation and maintenance of all public water supply, storage and distribution facilities, including treatment facilities, water mains, pumping stations, reservoirs, wells and headworks;

C. The construction, operation and maintenance of all sanitary sewers, sewer facilities and appurtenances, including sanitary sewers, and pumping stations;

D. The construction and maintenance of all storm sewer facilities and appurtenances, including storm sewers, drains, ditches, culverts and streams and watercourses under jurisdiction of the city;

E. The construction, maintenance and operation of all public parking lots;

F. The collection and disposal of all refuse, garbage, rubbish and the cleaning of all streets and alleys including snow removal operations;

G. The control, management and supervision of street lights;

H. The making of all necessary surveys, maps, drawings, specifications, cost estimates, supervision of construction and inspection for all public works construction;

I. Such other duties, as may be assigned by the city manager from time to time. In each instance where a public works project or development is approved the city engineer shall certify to the city manager that the manner in which the project or development is proposed to be implemented complies with acceptable engineering practices and all applicable codes and regulations.
