3.52.010 Created—Purpose.

There is created and established a special fund to be known and designated as the “equipment rental fund,” to be used as a revolving fund to be expended for salaries, wages and operations required for the repair, replacement, purchase and operation of motor vehicle equipment, and for the purchase of all equipment, materials and supplies to be used in the administration and operation of such fund. 3.52.020 Administration and direction.

The equipment rental fund created in this chapter shall be under the direction of the city supervisor. (Prior code § 1.70.020)

3.52.030 Rental of motor vehicles.

A. All motor vehicle equipment of the various divisions and departments, excepting the equipment of the fire department of the city, shall be transferred to the equipment rental fund as directed by the city supervisor.

B. The charges for the rental for the use of such motor vehicle equipment shall be sufficient to cover the maintenance, operation and replacement of such equipment, and the terms for the rental thereof shall be on an annual, monthly, daily or hourly basis as determined by the city supervisor. A schedule of such charges shall be prepared by the city supervisor, subject to the approval of the city council. Such rental rates may be reviewed and if needed, be revised at least annually, to meet changing costs of maintenance, operation and replacement. (Prior code § 1.70.030)

3.52.040 Recordkeeping and accounts.

There shall be kept, by those directed by the city supervisor, such books, accounts and records as are necessary to control and report the financial operations of the equipment rental fund, and shall further subdivide the cash account thereof into two separately designated accounts as follows:

A. Account “A,” which shall be the “current operating account,” into which shall be placed those portions of the charges made to the various divisions and departments of the city, in accordance with the provisions of Section 3.52.030 of this chapter, which are specifically billed, such divisions and departments to provide sufficient moneys to pay the salaries and wages, materials, overhead or other costs necessary to operate and maintain all motor vehicle equipment rented thereto. There also shall be placed into Account “A” moneys which may from time to time be made specifically available thereto by action of the city council.

B. Account “B,” which shall be the “equipment reserve account,” into which shall be placed those portions of the charges made to the various divisions and departments of the city, in accordance with the provisions of Section 3.52.030 of this chapter, which are specifically billed, such divisions and departments to provide sufficient moneys, having first taken into consideration the necessary operating and maintenance costs billed under subsection A of this section, to pay the costs of purchasing new equipment and replacing used equipment as required to carry out the purposes of the equipment rental fund. There shall also be placed in Account “B” moneys which are derived from the direct sale of any of the equipment or other capital assets of the fund and any moneys which may from time to time be made specifically available thereto by action of the city council. 3.52.050 Withdrawals or expenditures.

Any withdrawals or expenditures from the equipment rental fund shall be made only in the following manner:

A. Expenditures from Account “A” shall be made only upon duly approved payrolls and vouchers of the city for the purposes hereinbefore described to such account.

B. Expenditures from Account “B” shall be made only upon duly approved vouchers of the city for the purposes hereinbefore described to such account. (Prior code § 1.70.060)

3.52.060 Unexpended money to remain in fund.

All moneys deposited to the equipment rental fund and not expended as provided in this chapter shall remain in the fund from year to year and shall not be transferred to any other fund or expended for any other purposes whatsoever. (Prior code § 1.70.070)

3.52.070 Abolishment of fund—Disposition of revenues.

If, at any time hereafter, the city council abolishes the equipment rental fund, then all moneys on deposit therein shall revert to and be deposited in the several funds and divisions participating in the equipment rental fund. (Prior code § 1.70.080)
