2.36.010 Commission established.

There is created and established a planning commission of the city, the membership of which shall consist of seven members. (Ord. 1585 §1, 2015: Ord. 1060 §1, 1977: Ord. 764 §1, 1957).

2.36.020 Appointment and term.

The members of the planning commission shall be appointed by the mayor subject to confirmation by the city council. The terms of office for the first appointed members shall be two, three, four, five and six years in the order of their appointment, provided that the term for any member who is an ex officio member by virtue of office held in the city shall correspond to his term of office. Thereafter the terms of office for each appointive member shall be six years. (Ord. 764 §2, 1957).

2.36.030 State standards.

The organization, meeting, rules, expenditures, powers, duties, and manner of conduct of business of the planning commission shall be in conformity with the provisions of this code and the laws of the state of Washington as contained in RCW Chapter 35A.63 and any other applicable statute, together with any future amendments. In the event of a conflict between the provisions of this code and the applicable statute, to the maximum extent allowed by law, the provisions of the code shall control. 2.36.040 Conditions for membership.

As a condition precedent to appointment to service upon the planning commission of the city, no less than four members of the commission shall satisfy those residency requirements required of persons serving in the position of city council member for the city. One member of the commission may be chosen who does not meet the requirements of the prior sentence, but at all times during service upon the commission, either resides within the urban service boundaries, as they may from time to time exist, or is an owner of real property within the corporate limits. In the event that during the term of any member of the planning commission the requirements are modified, whether by state statute or city ordinance, in such a manner as to increase or make more restrictive the residency requirement, any such modification shall not serve to disqualify any person then serving. Any such person shall serve until the end of the term for which they have been appointed unless an earlier resignation is submitted to the city. (Ord. 1400 §1, 1998: Ord. 1060 §2,1977).

2.36.050 Failure to attend meetings--Position declared vacant--Notice.

In the event that any member of the planning commission fails to attend three consecutive meetings of the planning commission without being excused therefrom by the chairman thereof, then that member shall be given written notice by the city that absence from the next meeting without being excused therefrom by the chairman of the planning commission shall automatically cause the position to be declared vacant and the term of the absent member ended. The notice shall be either personally delivered to the member or mailed to said member at his or her last known address. Notice shall be delivered at least three days prior to the next regularly scheduled meeting of the planning commission. In the event that it is entered into the United States Postal Service, it shall be conclusively deemed to have been delivered three days after date of mailing to the last known address of the individual, first class postage prepaid.

In the event that the person so notified fails to attend the fourth consecutive meeting after giving of the notice, as previously provided, then that position on the planning commission shall be deemed to have been vacated and the individual's term ended without further action by either the individual or the city. The position so vacated shall be filled in the manner provided by Section 2.36.020. (Ord. 1060 §3, 1977).
