2.20.010 Created.

Pursuant to the authority conferred by Chapter 35A.63 RCW, there is hereby created a city planning commission, consisting of seven members who shall be appointed by the mayor and confirmed by the council. (Ord. 883 § 2, 2012; Ord. 154 § 1, 1964; Ord. 29 § 1, 1954).

2.20.020 Terms of office.

The terms of office of the members shall be six years, but of the first appointees, the terms of two shall end on the second day of January, 1955, and the terms of each of the others shall expire in rotation on the second day of January of each succeeding year until 1997 at which time the terms shall expire on the last day of March. The terms of the members first appointed to each of the positions shall be fixed and designated by the mayor at the time of the first appointment thereto. The election of the chair and chair pro tem of the planning commission shall occur at the planning commission’s first meeting in April and annually thereafter. 2.20.030 Vacancies.

Vacancies occurring otherwise than through the expiration of terms shall be filled for the unexpired terms. Members may be removed, after public hearing, by the mayor with the approval of the city council, for inefficiency, neglect of duty or malfeasance in office. The members shall be selected without respect to political affiliations and they shall serve without compensation. (Ord. 154 § 1, 1964; Ord. 29 § 1, 1954).

2.20.040 Powers – Duties.

The planning commission shall have all of the powers and perform each and all of the duties specified by Chapter 35A.63 RCW, together with any other duties or authority which hereafter may be conferred upon them by ordinance. The performance of such duties and the exercise of such authority shall be subject to each and all the limitations expressed in such legislative enactment or enactments. 2.20.050 Ordinance and resolution report.

The city council may refer to the planning commission, for its recommendation and report, any ordinance, resolution or other proposal relating to any of the matters and subjects referred to in Chapter 35A.63 RCW, and the commission shall promptly report to the council thereon, making such recommendations and giving such counsel as it may deem proper in the premises. 2.20.060 Plat, plan, dedication and petition report.

All plats or plans of subdivisions of land within the city or proposed additions, as well as dedications of streets and alleys, offered to the city council for acceptance, and all petitions for vacation of public ways or uses shall first be submitted to the planning commission for its recommendation and report, which report shall be made to the council 30 days after submission, or at such earlier date as the council shall direct. 2.20.070 Secretary.

The planning commission may designate one of its members to act as secretary, without salary, or if requested by the commission, the city manager shall designate a member of the paid staff of the city to serve as such secretary, who shall serve without additional compensation. (Ord. 154 § 5, 1964; Ord. 82 § 1, 1957; Ord. 29 § 5, 1954).

2.20.080 Quorum.

A majority of the members of the planning commission shall constitute a quorum for the transaction of business. Any action taken by a majority of those present, when those present constitute a quorum, at any regular or special meeting of the planning commission shall be deemed taken as the action of the commission.
