3.04.010 Social security fund created.

There is created a special fund referred to as the “social security fund” for the purpose of facilitating the administration and accounting of employer and employee contributions and the periodic remittance thereof to the state’s OASI contribution fund. (Ord. 214 § 2, 1957).

3.04.020 Equipment rental fund – Created.

There is created in the office of the city finance director a fund to be known as the equipment rental fund to be used as a revolving fund to be expended for salaries, wages, and operations required for the repair, replacement, purchase, and operation of equipment, and for the purchase of equipment, materials, and supplies to be used in the administration and operation of that fund. 3.04.030 Equipment rental fund – Deposits – Management.

There shall be transferred to the equipment rental fund all moneys now deposited in the street equipment fund of the city and all equipment now held by the street department of the city. The equipment rental fund shall be operated and managed in the manner and under the authority described in RCW 35.21.088. (Ord. 268 § 2, 1965).

3.04.040 Fire department equipment reserve fund – Created.

There is created the fire department equipment reserve fund. Any moneys presently in the current expense fund fire equipment investment and fire building investment shall be transferred to the fire department equipment reserve fund created by the ordinance codified in this section and NBMC 3.04.050 and 3.04.060. (Ord. 607 § 1, 1984).

3.04.050 Fire department equipment reserve fund – Deposits.

The city administrator shall deposit into the fund 90 percent of all moneys collected from nonresidents for fire services, ambulance services and other emergency services. The city council may by ordinance designate other funds from time to time to be placed in the equipment reserve fund. (Ord. 710 § 1, 1986: Ord. 607 § 2, 1984).

3.04.060 Fire department equipment reserve fund – Use.

The fire department equipment reserve fund shall be used for the purchase of equipment for the fire department and for major repairs and construction of fire department facilities as is determined necessary by the city council. The funds will not be used for normal operation and maintenance services or equipment. (Ord. 607 § 3, 1984).

3.04.070 Economic development fund.

A. There is created the economic development fund.

B. Annually, $32,000 of the retail sales tax generated within the city shall be allocated to the economic development fund and designated for downtown revitalization and economic planning and projects. The administration is directed to provide annual work program reports to the budget, finance and administration committee. (Ord. 1201 § 1, 2003: Ord. 667, 1985).

3.04.075 Park improvement fund.

A. The park improvement fund is hereby created.

B. Moneys placed in the park improvement fund shall only be used for the purchase of park properties, the construction of capital facilities for parks, and the acquisition and/or construction of trails and trail systems. Moneys in the park improvement fund shall not be used for normal operation and maintenance expenses or the purchase of equipment.

C. The city finance director shall deposit in the park improvement fund all moneys received as gifts and donations for park improvements, and any other moneys that are specifically budgeted by the council for said fund. (Ord. 1505 § 2 (part), 2013; Ord. 1426 § 4 (part), 2011; Ord. 1203 § 1 (part), 2003; Ord. 968 § 1, 1995).

3.04.080 Contingency fund.

A. Pursuant to RCW 35A.33.145, there is created a fund of the city to be known and designated as the “contingency fund” for the purpose of providing funds with which to meet any municipal expense, the necessity or extent of which could not have been foreseen or reasonably evaluated at the time of adopting the annual budget, or from which to provide funds for those emergencies described in RCW 35A.33.080 and 35A.33.090.

B. For the purpose of maintaining the contingency fund, the city shall at the time of making its annual budget and tax levy provide for budget appropriation by a sum sufficient, by other resources not restricted in use by law, or by transfer from other unexpended or decreased funds made available by ordinance as set forth in RCW 35A.33.120, to meet the financial requirements of such fund; provided, that the total amount accumulated in such funds at any time shall not exceed the equivalent of $0.375 per $1,000 of assessed valuation of property within the city at such time.

C. Any funds in the contingency fund at the end of the fiscal year shall not lapse except upon reappropriation by the council to another fund in the adoption of a subsequent budget.

D. No funds shall be withdrawn from the contingency fund except by transfer to the appropriate operating fund authorized by an ordinance of the council, adopted by a vote of the majority of the entire council, clearly stating the facts constituting the reason for withdrawal or the emergency as the case may be, specifying the fund to which the withdrawn funds shall be transferred. (Ord. 726 §§ 1 – 4, 1987).

3.04.090 Streets overlay fund established – Purpose.

There is hereby established a new city of North Bend fund to be known as the “streets overlay fund” (also known as “Fund 103”) for the purpose of segregating appropriations to the city’s streets overlay maintenance program. Any unused monies remaining in the streets overlay fund at the end of the current budget year shall be carried into the following year’s streets overlay fund as a beginning balance. (Ord. 1421 § 1, 2011).

3.04.100 ARPA fiscal recovery fund.

A. There is created the ARPA fiscal recovery fund.

B. The ARPA fiscal recovery fund shall consist of monies allocated to the city under the American Rescue Plan Act of 2021 and distributed to the city in 2021 and 2022. The city shall appropriate and use the ARPA fiscal recovery fund only for the eligible purposes as permitted by the ARPA and the U.S. Department of the Treasury. (Ord. 1752 § 2, 2021).
