DECOMMISSIONING OF WATER MAINS AND SERVICES

13.29.010 Conformity to water system plan.

Any proposal for development or redevelopment, or action taken or requested to decommission a water main or water service shall not conflict with the current city of Oak Harbor water system plan. (Ord. 1947 § 2, 2022).

13.29.020 Decommissioning of water mains and services.

(1) Decommissioning Water Mains.

(a) Water mains that are decommissioned shall be removed from the ground and disposed of; or

(b) Unless otherwise prohibited by federal, state or other regulation, a water main that is decommissioned may be abandoned in place with the approval of the city engineer, pursuant to the following conditions:

(i) Abandoned water mains are shown on record drawings provided to the city engineer within 30 days of the conclusion of the work.

(ii) Water mains that are to be abandoned and left in place are to have the ends filled with a minimum of two feet of controlled density fill. Such fill material must be cured in pipe for a period of 24 hours prior to backfill.

(2) Decommissioning Water Services.

(a) Where possible, water services that are decommissioned shall be disconnected from the water main, the tapping saddle removed and replaced with a repair band. The service line, meter box, setter, and all other supporting items must also be removed, and appropriate repairs to surfaces must take place (i.e., pavement, concrete, landscaping).

(b) Alternative methods to decommission a water service can be considered on a case-by-case basis by the city engineer and the public works director, or their appointees. (Ord. 1947 § 2, 2022).
