14.20.010 Sewer trunk line charge established – Computation.

There is hereby created a special charge referred to as the “sewer trunk line charge” for connection to the sewer system in the area described in OHMC 14.20.020 which shall be used to recover the cost of the sewer trunk lines in the area also shown in OHMC 14.20.020. This charge shall be calculated as described in OHMC 14.20.030. (Ord. 923 § 1, 1992).

14.20.020 Area designated.

All areas to be served by this trunk line are generally described as an area bounded on the south by Oak Harbor Bay, on the east by 80 S.W. Street and SR 20 to 300 Avenue West, on the north by a line along 300 Avenue West and thence westerly to Swantown and northwesterly to Heller Road along Swantown, and that area within the boundary of the urban growth area, south of Crosby Road as now in effect or as hereafter defined, together with the limit of area to be served by those properties which abut Heller, Swantown, 300 Avenue West and 80 S.W. Street and adjacent to the area described. (Ord. 923 (Exhibit A), 1992).

14.20.030 Equivalent residential units – Schedule of fixtures.

(1) The basic figure to be used in computing the sewer trunk line charge is an equivalent residential unit, one unit of which is hereby set in the master fee schedule adopted by resolution of the city council, based on an average water usage of a single residence. No sewer trunk line charge for any property of any type shall be less than one equivalent residential unit. One equivalent residential unit shall be the charge for a single-family residence. Multiple-residential units shall have an equivalent residential unit per the amount listed in the master fee schedule adopted by resolution of the city council times the number of residential units. Nonresidential properties, including all commercial and industrial properties, shall have a sewer trunk line charge based on the number of points for the improvements on, or to be constructed on, the property. Twenty points shall equal one equivalent residential unit and a fee per the master fee schedule adopted by resolution of the city council shall be added to the sewer trunk line charge for each point in excess of 20 points.

(2) The points shall be determined from a schedule of fixtures, derived from the Uniform Plumbing Code, and shall be as follows:

14.20.040 Payments.

(1) The trunk sewer charge shall be paid prior to hookup of sewer.

(2) In addition, after the original hookup for nonresidential uses, additional charges shall be paid at a rate of $30.00 per point upon issuance of a building permit for fixtures installed and connected to the sewer system not previously paid for and/or not included within the minimum $600.00 hookup fee. 14.20.050 Agreements and LIDs.

The city and property owner may enter into an agreement that off-site capital improvements contributed to the sewer system may be considered part or full payment of the sewer trunk line charge. (Ord. 923 § 4, 1992).

14.20.060 Interpretation of provisions – Other charges not affected.

(1) Sewer trunk line charges shall be in addition to any system development charges for sewer line.

(2) Nothing herein shall be construed as authorizing sewer connections outside of the city limits of Oak Harbor.

(3) This sewer trunk line charge shall be in addition to any connection charges which would result by reason of the fact that the trunk line is immediately adjacent to the property to be served. Such direct line charge to be calculated on the basis that the line adjacent to the property is an eight-inch line. (Ord. 923 § 5, 1992).
