10.10.010 Definitions.

For the purposes of this chapter, the following definitions are hereby adopted:

“Park” means to stop, place or cease movement of a vehicle at a particular place, with or without a driver, occupant or occupants.

“Snow event” means when snow has or is forecast to occur during the months of November, December, January, February or March when the city has declared a Stage 1, Stage 2 or Stage 3 snow event.

“Stage 1 snow event” means a snow event when two inches or more of snow have accumulated over a twenty-four (24) hour period, or when two inches or more of snow are forecasted by any weather reporting agency to accumulate over a twenty-four (24) hour period.

“Stage 2 snow event” means a snow event when six inches or more of snow have accumulated during a snow event, and additional snow is forecasted during such snow event by a weather reporting agency.

“Stage 3 snow event” means a snow event when the snow fall rate exceeds the amount that city crews can effectively plow on major collector streets and residential hill routes.

“Vehicle” means any automobile, truck, motorcycle, ATV, or other motorized vehicle, bicycle or mechanical or wheeled trailer capable of being towed behind a motorized vehicle. (Ord. 748 § 1(A), 2016: Ord. 665 § 1 (part), 2008)

10.10.020 Parking during snow event prohibited.

During a snow event, parking shall be prohibited on all streets within the municipal limits of the city between the hours of three a.m. and eight a.m. Any vehicle found parking on any city streets between the hours of three a.m. and eight a.m. during a snow event will be first issued a letter of warning of such violation from the city, which will be placed on the vehicle. The driver and/or owner of the vehicle must remove the vehicle to a place off of the city streets within six hours of issuance of the letter of warning. Letters of warning will only be placed upon vehicles for the first offense of failing to comply with the requirements of this section. (Ord. 748 § 1(B), 2016: Ord. 665 § 1 (part), 2008)

10.10.030 Sign posting.

Any areas of designated parking within the city will be clearly marked, and signs posted designating that between November and March a snow event may be declared and parking restrictions will be enforced. (Ord. 748 § 1(C), 2016: Ord. 665 § 1 (part), 2008)

10.10.040 Violation—Penalty.

A violation of this chapter shall be deemed to be a civil infraction, and upon conviction, shall be assessed a civil penalty of not more than two hundred fifty dollars ($250.00) per offense. Each day that a violation continues constitutes a separate offense. Such penalty shall be in addition to any expenses incurred by the owner and/or driver of the vehicle under Section 10.10.050. 10.10.050 Impoundment.

Any vehicle found to be left and not removed six hours after the issuance of a letter of warning pursuant to Section 10.10.020, or upon the second violation of Section 10.10.020, may be impounded at the request of the city, and all expenses incurred in such impoundment and/or storage shall be the sole responsibility of the owner of the vehicle.
