12.04.010 Sidewalk crossing defined.
"Sidewalk crossing" as used in this title, means that portion of a sidewalk used, as permitted by the City, to allow vehicles to cross the sidewalk from streets or public ways to private property. (Ord 282 §1, 1956)
12.04.020 Alignment and grade conformity.
All sidewalks and sidewalk crossings must conform strictly to alignment and grades which are established by the City Council. (Ord 170 §1, 1948)
12.04.030 Construction requirements – Permit.
All sidewalks within the City shall be constructed of concrete and shall be of a thickness of not less than four inches and constructed with mixed concrete conforming to ASTM C94, Alternate 2 and shall have a compressive strength of three thousand psi and twenty-eight days. Maximum size of aggregate shall be one and one-half inch. Slump shall be between two and four inches. (Ord 679 §1, 1985: Ord 275, 1956: Ord 170 §2, 1948)
12.04.040 Sidewalk crossing construction.
All sidewalk crossings shall be constructed of concrete and shall be of a thickness of not less than six inches and constructed with mixed concrete conforming to ASTM C94, Alternate 2 and shall have a compressive strength of three thousand psi at twenty-eight days. Maximum size of aggregate shall be one and one-half inch. Slump shall be between two and four inches. (Ord 679 §2, 1985: Ord 282 §2, 1956: Ord 170 §3, 1948)
12.04.050 Subgrade requirements.
All subgrades for supporting concrete paving must be solid, any soft material that will not pack by tamping must be removed and replaced by such material that will pack to a firm solid foundation. All subgrades and forms must be "okayed" by the Code Enforcement Officer. (Ord 170 §4, 1948)
12.04.060 Changes in grades.
All changes in grades must be made by a vertical curve. (Ord 170 §5, 1948)
12.04.070 Slope requirements.
All sidewalks in the City shall be constructed so there shall be a slope in the sidewalk from the inner edge to the curb line of one fourth inch per foot. (Ord 216, 1952: Ord 170 §6, 1948)
12.04.080 Broom finish required.
All sidewalks constructed in the City shall be furnished with a broom finish. (Ord 216, 1952: Ord 170 §7, 1948)
12.04.090 Permit required.
No person, firm, association or corporation shall construct or place a sidewalk, sidewalk crossing and/or curb and gutter within the City without first receiving a permit therefor from the City Building Official. A fee of ten dollars shall be charged for each permit issued for the construction and placing of a sidewalk, sidewalk crossing and/or curb and gutter within the City. (Ord 679 §3, 1985)
12.04.100 Design standards.
A. All sidewalks, sidewalk crossings and curb and gutter constructed or placed within the City shall be constructed of cement concrete in accordance with the Standard Specifications for Road, Bridge and Municipal Construction as prepared by the Washington State Department of Transportation in conjunction with the Washington State Chapter of American Public Works Association.
B. Curb and gutter shall be type "A" constructed to line and grade established by the City Engineer. Preformed asphalt impregnated expansion joints shall be placed at intervals not exceeding forty feet and at the beginning and end of curbed portions of the curb and curb and gutter. Contraction joints shall be placed at intervals not exceeding ten feet, and shall be of the open joint type provided by inserting a thin, oiled steel sheet vertically in the fresh concrete to force coarse aggregate away from the joint.
C. Sidewalks shall be type "B". Preformed asphalt expansion joints shall be placed as in the adjacent curb, where the sidewalk ends at a curb, and around posts, poles or other objects protruding through the sidewalk. Contraction joints shall be placed transversely to the walk at locations opposite the contraction joints in the curb placed straight and at right angles to the surface of the walk. The surface shall be marked transversely at five foot intervals, and sidewalks greater than five feet in width shall be marked longitudinally at five foot intervals, from the curb. The sidewalk surface shall be tooled at all edges, joints and markings and broomed with a fine-hair broom at right angles to the length of the walk.
D. Sidewalk crossings shall be driveway type "D," alternate 2 and require no joints for width less than sixteen feet. Where driveway exceeds sixteen feet a contraction joint shall be placed longitudinally along the centerline.
E. Wheelchair ramps shall be type "C" and placed as directed by the City Engineer in accordance with the stated specifications.
F. The referenced specifications and standard drawings shall be available for review at the public works department. Copies of pertinent specifications and drawings will also be available from the public works department. (Ord 679 §4, 1985)
