11.40.040 Schedule IV – Parking restrictions – Prohibited during certain hours on certain streets – Time limits – Special zones.
In accordance with RMC 11.30.030, and when signs are erected giving notice thereof, no person shall park a vehicle between the hours, or in excess of the periods of time, or except for the purposes specified upon any of the places, streets or parts of streets as follows:

11.40.050 Parking prohibited by vehicles over certain weight.
When signs are erected giving notice thereof, no person between the hours of 9:00 a.m. and 6:00 p.m. shall park a vehicle or trailer in excess of 25,000 pounds gross vehicle weight upon the following described place, streets or parts of streets:
A. Both sides of West Fowler Street east of Columbia Center Boulevard except the south side of Fowler Street beginning at Columbia Center Boulevard and extending eastward a distance of 487 feet. [Ord. 43-83; Ord. 31-19 § 1].
11.40.055 Parking prohibited in bicycle lanes.
Parking in bicycle lanes marked with bike lane markings or signs shall be prohibited whether posted as “No Parking” or not. [Ord. 31-19 § 1].
11.40.060 Violations – Penalties.
Any person who has violated any provision of this chapter shall have committed a civil infraction subject to a civil penalty as set forth in RMC 11.01.030.
Provided, if the same violator has been found to have committed an infraction violation for the same or similar conduct two separate times, with the violations occurring at the same location and involving the same or similar sections of the Richland Municipal Code or other similar codes, the third or subsequent violation shall constitute a misdemeanor, punishable as provided in RMC 1.30.010 for criminal offenses.
