13.36.010 Unlawful diversion of stormwater.
It is unlawful to divert or cause to be diverted any stormwater, surface runoff or underground drainage to any sewer, manhole or other appurtenant structure or portion of the sewer system, unless the stormwater is indirectly part of a cooling water discharge specifically approved by the city council and the superintendent. 13.36.020 Unlawful discharge to sewer.
No person shall discharge or cause to be discharged any stormwater, surface water, groundwater, roof runoff, subsurface drainage, cooling water or unpolluted industrial process water to any portion of the sewer system without the prior authorization of the city council and the superintendent. No person shall discharge or cause to be discharged to the sewer system industrial wash water from the reclamation of foundry sand; such wash water shall be pretreated for removal of the insoluble waste, and the resultant clear unpolluted water shall be discharged to a storm sewer or approved natural outlet or watercourse. No roof drains, yard drains or footing drains of any type shall be connected to the sanitary sewers unless they are indirectly part of a cooling water discharge specifically approved by the city council and the superintendent. 13.36.030 Check for illegal connections.
At the time of inspection of the service sewer, it shall be visibly demonstrated to the superintendent or his representative that there is no illegal connection to the service sewer by running water into the roof drains and observing the flow at the inspection riser, or by such other measures as the superintendent may deem necessary. 13.36.040 Draining swimming pools.
It is unlawful to drain large volumes of water directly into the sewer at a rate of discharge that may cause surcharging of sewer lines. Swimming pools, shall not be connected to the sewer by gravity drains, but may be dewatered by pumping the water from the pool with the pool’s recirculating pump. The pool owner or his agent shall notify the superintendent in advance of the day and time of proposed swimming pool dewatering. (Ord. 1263 § 7, 1999: Ord. 699 § 9.04, 1972)
13.36.050 Draining cooling waters.
It is unlawful to drain large volumes of city council and superintendent-approved cooling water directly into the sewer at a rate of discharge that may cause surcharging of sewer lines. Cooling towers and reservoirs shall not be connected to the sewer by gravity drains, but may be dewatered by pumping at a pre-approved flow rate determined by the superintendent. (Ord. 1263 § 8, 1999)
