It is unlawful to break, damage, destroy, deface, alter or tamper with any structure, appurtenances, or equipment which is part of the sewer system of the city, or without authority from the superintendent, to break, damage, destroy, or deface any public walk, curb, or pavement, or to make openings or excavations in a public area for the purpose of connecting to any public sewer.
