13.45.010 Certain wastes restricted.

Discharge of the types of waste described in this chapter will require the approval of the city council and superintendent, which approval shall only be granted in extraordinary circumstances. Without site-specific written permission as described above, it is unlawful to discharge, cause to be discharged, or allow to be discharged any of the following described restricted wastes to the sewage facility. 13.45.020 Improperly comminuted garbage.

Any nondomestic waste which, at the point of discharge into the sewage facility, has not been properly comminuted to 0.5 cm (three-eighths inch) or less in any dimension. (Ord. 1263 § 10 (part), 1999)

13.45.030 pH waste.

Any nondomestic waste which, at the point of discharge into the sewage facility, has a pH, lower than 5.5 or higher than 8.5 as determined by a grab sample of the discharge, or less than 5.5 or higher than 10.5 as deter mined by a two-hour composite sample of the discharge. pH shall be as defined and determined by the appropriate procedure described in standard methods. 13.45.040 Oil and grease waste.

Any nondomestic waste which, at the point of discharge into the sewage facility, contains nonpetroleum oil and grease in a concentration that is in excess of one hundred fifty milligrams per liter as analyzed in a twenty four hour composite sample, three hundred milligrams per liter as analyzed in a two-hour composite sample, and six hundred milligrams per liter as analyzed in a grab sample. Also, any nondomestic waste which, at the point of discharge, contains oil and grease derived from a petroleum source in a concentration that is in excess of fifteen milligrams per liter as analyzed in a twenty-four hour composite sample, thirty milligrams per liter as analyzed in a two-hour composite sample, and sixty milligrams per liter as analyzed in a grab sample. Oil and grease concentration shall be as defined and determined by the appropriate procedure described in standard methods. (Ord. 1263 § 10 (part), 1999)

13.45.050 Special waste.

Any nondomestic waste which, at the point of discharge to the sewage facility, contains any of the following substances, in a combined or uncombined form, at concentrations exceeding the levels set out in the table below. All concentrations are expressed as total concentrations, which include both the dissolved and undissolved substances.

Notes to Table:

1.    Chlorinated Phenols are the total of 2, 3, 4, 5 and 2, 3, 4, 6 tetrachlorophenols and pentachlorophenol.

2.    Dissolved concentrations, in the discharge of any of the above substances higher than these concentrations will qualify the nondomestic waste as a special waste regardless of the sampling method used.

13.45.060 Suspended solids or bod waste.

Any waste containing materials which exert or cause unusual concentrations of inert suspended solids such as, but not limited to, fuller’s earth, lime slurries or lime residue; and any waste containing materials which exert or cause unusual concentrations of dissolved solids such as, but not limited to, sodium chloride, calcium chloride or sodium sulphate; and any nondomestic waste which, at the point of discharge into the sewage facility, contains total suspended solids and/or BOD in a concentration in excess of three hundred milligrams per liter as analyzed in a twenty-four hour composite sample, six hundred milligrams per liter as analyzed in a two-hour composite sample, or one thousand two hundred milligrams per liter as analyzed in a grab sample. Total suspended solids and BODs shall be as defined and determined by the appropriate procedure described in standard methods. (Ord. 1263 § 10 (part), 1999)

13.45.070 Discoloration-causing waste.

Any waste containing materials which exert or cause excessive discoloration, such as, but not limited to, dye wastes or vegetable tanning solutions. (Ord. 1263 § 10 (part), 1999)
