13.44.020 Food establishments.
A business preparing or serving food shall install and maintain a grease trap in their establishment. The size and installation of the grease trap shall be subject to the approval of the superintendent. The installation and maintenance of the grease trap shall be at the expense of the property owner and not the city of Sumas. (Ord. 1263 § 11, 1999: Ord. 699 § 11.02, 1972)
13.44.030 Preliminary treatment.
Whenever preliminary treatment is necessary to reduce the objectionable character or constituents of the discharge to within maximum limits prescribed under this chapter, such preliminary treatment shall be at the sole expense of the owner of the premises and shall be in stalled when the superintendent determines that the same is necessary to comply with the standards prescribed in such cases, all plans, specifications, and other pertinent information relating to such proposed preliminary treatment facilities shall be submitted to the superintendent prior to commencement of construction, and no construction thereof shall be commenced until the superintendent’s approval is noted on the plan. The owner of the premises, at his own expense, shall continuously maintain the efficient operation of the approved preliminary treatment installation. (Ord. 1263 § 12, 1999: Ord. 699 § 11.03, 1972)
13.44.040 Industrial waste observation manhole.
Where any property served by a side sewer carries industrial waste, the property owner shall install a control manhole in the side sewer to facilitate observation, sampling, and the measurement of wastes when the same may be required by the superintendent. Such manhole shall be accessibly and safely located and shall be constructed and installed in accordance with plans approved by the superintendent prior to installation. Such manhole shall be installed and efficiently maintained by the property owner at his sole expense. (Ord. 1263 § 13, 1999: Ord. 699 § 11.04, 1972)
13.44.050 Tests and analyses.
All measurements, tests and analyses of the characteristics of waste and waters to which reference is made in this title shall be determined in accordance with procedures prescribed in standard methods. (Ord. 1263 § 14, 1999: Ord. 699 § 11.05, 1972)
13.44.060 Treatment of unusual wastes.
The superintendent shall make recommendations to the city in regard to entering into any agreement whereby any waste of unusual character may be accepted by the city for treatment before passage into the public sewer, the payment for such treatment to be such as is fixed by the city council. 13.44.070 Reporting of accidental discharge.
If, for any reason, a facility discharges effluent not meeting the standards established in Chapters 13.43 and/or 13.45, the facility responsible for such discharge shall immediately notify the city so that corrective action may be taken to protect the treatment system. Within five days of the occurrence of the noncomplying discharge, the responsible facility must submit a written report, addressed to the utility superintendent, detailing the date, time, cause, volume and nature of the discharge and describing corrective actions taken to prevent future noncomplying discharges.
