10.16.010 Parallel parking only.

On the following designated portions of the following named streets within the city, vehicle parking shall be parallel with the curb:

A. On West First Street between Whitcomb Avenue and Tonasket Avenue east of the alley on both sides of the street;

B. On Tonasket Avenue in front of Lots 13, 14, and 15 of Block 11 lying between Third Street and Fourth Street, which at the time of the adoption of the ordinance codified in this section is in front of the Assembly of God Church;

C. On the north side of Second Street from Whitcomb Avenue to the alley;

D. On Division Street. (Ord. 712 § 1, 2012; Ord. 163 § 1, 1968).

10.16.015 Diagonal parking.

On the following designated portions of the following named streets within the city, vehicle parking shall be diagonal with the curb and in designated diagonal parking spaces:

A. On the west half of the south side of First Street between the crosswalk and Western Avenue.

B. On the north and south sides of Fourth Street between Tonasket Avenue westerly to the alley between Whitcomb Avenue and Tonasket Avenue.

C. On west First Street between Whitcomb Avenue and Tonasket Avenue west of the alley on both sides of the street. (Ord. 712 § 2, 2012; Ord. 636 § 1, 2006; Ord. 494 § 4, 1995; Ord. 373 § 1, 1985).

10.16.020 Double parking prohibited.

No double parking shall be permitted on any street in the city. (Ord. 163 § 2, 1968).

10.16.030 Alleys – Loading purposes only.

A. No person, firm, or corporation shall allow their vehicles to be parked in the alleys of the city except as provided in this chapter and no person operating or in control of said vehicles shall park the same in violation of the provisions set forth in this chapter.

B. Vehicles may be parked in the alleys of the city only for the purposes of loading and unloading and all vehicles parked in said alleys in accordance with the provisions of this section shall keep as close to the building that they are servicing as possible so that the alley will not be blocked any more than is necessary. 10.16.040 Alleys – Emergency vehicles exempt.

Nothing in this chapter shall be construed as restricting the right of emergency vehicles as designated by law to park in said alleys during emergencies. (Ord. 163 § 4, 1968).

10.16.050 Parking – Prohibited hours.

There shall be no parking on any streets of the city from 2:00 a.m. to 6:00 a.m. each day, except that said prohibition shall not apply to parking on the east side of Tonasket Avenue from Third Street to Division during the months of April through October. (Ord. 712 § 3, 2012; Ord. 163 § 5, 1968).

10.16.060 Vehicles over limited length prohibited on certain streets.

Repealed by Ord. 712. (Ord. 179 § 1, 1969; Ord. 163 § 6, 1968).

10.16.070 One-hour parking – Designation of streets.

Repealed by Ord. 737. (Ord. 163 § 7, 1968).

10.16.076 Ten-minute parking – Streets – Penalty.

Repealed by Ord. 737. (Ord. 332 §§ 1, 2, 1982).

10.16.080 No parking area.

A. There shall be no parking on the east side of Tonasket Avenue between Third and Division Streets.

B. There shall be no parking on the west side of Western Avenue, nor on the north side of Fourth Street, within 30 feet of the northwest corner of the intersection of Western Avenue and Fourth Street within the city of Tonasket.

C. There shall be no parking on the east side of Whitcomb Avenue (SR 97) southerly a distance of 50 feet from the southeast corner of the intersection of Whitcomb Avenue (SR 97) and Sixth Street (SR 20).

D. There shall be no parking on the south side of Sixth Street (SR 20) easterly a distance of 70 feet from the southeast corner of the intersection of Whitcomb Avenue (SR 97) and Sixth Street (SR 20).

E. There shall be no parking on the north or south sides of Fourth Street from the railroad west a distance of 335 feet.

F. There shall be no parking on the west side of Locust Avenue from its intersection with Fourth Street north a distance of 75 feet.

G. There shall be no parking on the east side of Whitcomb Avenue from its intersection with Division Street north a distance of 261 feet and there shall be no parking on the west side of Whitcomb Avenue from its intersection with Jonathan Street south a distance of 234 feet.

H. The city shall cause the curbing adjacent to the restricted parking zones to be painted yellow so as to inform the public of the above-established zones.

I. Any person, firm or corporation violating the provisions of the ordinance codified in this section shall be subject to the penalties set forth in Chapter 1.08 TMC.

J. There shall be no parking on the south side of Second Street from Whitcomb Avenue to the alley.

K. There shall be no parking on the north side of Second Street commencing at the alleyway between Tonasket Avenue and Whitcomb Avenue and continuing westerly to Whitcomb Avenue.

L. There shall be no parking on Railroad Avenue commencing at a point 399 feet south of the north entrance gate of Chief Tonasket Park and continuing southerly through the park a distance of 456 feet on the west side of the road and a distance of 1,030 feet on the east side of the road. 10.16.090 City street defined.

“City street,” as used in this chapter, includes all streets and alleys within the city and in defining streets such definition includes both the traveled portion of the streets and the portions of the property dedicated for sidewalks or parking strips. (Ord. 163 § 9, 1968).

10.16.100 Signs.

The city shall cause to be procured and installed proper signs as may be necessary for carrying out the provisions of this chapter. (Ord. 163 § 10, 1968).

10.16.120 Loading and unloading zones established.

A.    1. There is established a loading zone on that portion of the parking lane on the west side of Whitcomb Avenue commencing at a point 39 feet south of the southwest corner of the intersection of First Street and Whitcomb Avenue and continuing southerly a distance of 20 feet.

2. There is established a loading and unloading zone located as follows: on the west side of Tonasket Avenue commencing 43 feet south of the fire hydrant located on the southwest corner of Tonasket Avenue and Fifth Street and running south 30 feet therefrom.

3. There is established a loading and unloading zone on the south side of First Street West beginning at a point 133 feet west of the southwest corner of Whitcomb Avenue and First Street and continuing westerly for a distance of 35 feet.

4. Repealed by Ord. 745.

5. There is hereby established a loading and unloading zone portion of the parking lane on the east side of South Western Avenue commencing at a point 97 feet north of the northeast corner of the intersection of South Western Avenue and West Second Street, and continuing northerly a distance of 67 feet therefrom, between the hours of 6:00 a.m. to 6:00 p.m.

B. No person, firm or corporation shall allow their vehicle to be parked in the above-established loading and unloading zones except for the sole purpose of loading and unloading passengers.

C. The city shall cause to be procured and installed appropriate signs as may be necessary to inform the public of the above-established zones and to carry out the provisions of this chapter.

D. Any person, firm or corporation violating the provisions of this section shall be subject to the penalties set forth in Chapter 1.08 TMC. (Ord. 745 § 1, 2014; Ord. 596 § 1, 2002; Ord. 549 § 1, 1999; Ord. 465 § 1, 1993; Ord. 403 § 3, 1987; Ord. 385 §§ 1 – 4, 1986).

10.16.140 Handicapped parking zones established.

A. Handicapped parking zones are hereby established and there shall be no parking therein except by automobiles driven by or carrying the physically handicapped in the following areas:

1. On the west side of Tonasket Avenue commencing 73 feet south of the fire hydrant located on the southwest corner of Tonasket Avenue and Fifth Street and running south 24 feet therefrom;

2. On the south side of First Avenue commencing 110 feet west of the southwest corner of First Street and Whitcomb Avenue and running westerly 23 feet therefrom;

3. On the north side of Second Street commencing 143 feet east of the northeast corner of Second Street and Western Avenue, and running easterly 17 feet therefrom;

4. On the north side of Fourth Street commencing 82 feet east of the northeast corner of Fourth Street and Western Avenue and running easterly 22 feet therefrom;

5. On the south side of Second Street commencing 17 feet east of the southeast corner of Second Street and Western Avenue and running easterly 17 feet therefrom.

B. Handicapped parking zones shall be appropriately signed to inform the public of the above-established zones. (Ord. 466 § 1, 1993; Ord. 451 § 1, 1992; Ord. 403 § 2, 1987).

10.16.150 Two-hour parking – Designated streets.

Parking on the following streets shall be limited to a period not to exceed two hours for any one vehicle:

A. On Whitcomb Avenue between First Street and Fifth Street unless otherwise signed. Said two-hour parking shall be in effect between the hours of 9:00 a.m. and 6:00 p.m. each day.

B. On Fourth Street between Whitcomb Avenue and Western Avenue. Said two-hour parking shall be in effect between the hours of 9:00 a.m. and 6:00 p.m. each day. (Ord. 737 § 2, 2013; Ord. 712 § 5, 2012; Ord. 511 § 1, 1996; Ord. 494 § 2, 1995).

10.16.160 Two-hour parking – Designated lot.

Parking in the city parking lot adjacent to the City Hall, police station and library shall not exceed two hours for any one vehicle between the hours of 8:00 a.m. through 5:00 p.m., Monday through Friday, except for city vehicles or city employee parking. (Ord. 494 § 3, 1995).

10.16.170 Hospital and clinic parking.

Repealed by Ord. 712. (Ord. 511 § 1, 1996).

10.16.180 Restrictions.

A. There shall be no parking of vehicles in the one parking space located on the east side of Whitcomb Avenue between Second Street and Third Street, and being the parking space between the northerly and southerly curb cuts provided for ingress and egress to the parking lot located immediately adjacent to the Tonasket Police Department and Tonasket City Hall.

B. There shall be no parking of vehicles, except for police vehicles, on the east side of Whitcomb Avenue between Second and Third Street commencing at the southerly curb cut providing for ingress and egress to the parking lot immediately adjacent to the Tonasket Police Department and continuing southerly a distance of 55 feet. (Ord. 838 § 1, 2022; Ord. 540 § 1, 1998).

10.16.190 Regulation of parking at the Day Park.

A. Parking in the parking lot at the Day Park located on Whitcomb Avenue in Block 12 is hereby restricted as follows:

1. Parking shall be restricted to two hours, except by proper permit issued by the city and prominently displayed on the dashboard or rearview mirror of the vehicle.

2. Overnight parking of vehicles is prohibited.

B. Any person, firm, or corporation violating the provisions of this section shall be subject to the general penalty provisions contained in Chapter 1.08 TMC. (Ord. 652 §§ 1, 2, 2008).
