10.28.010 Public event defined.

For purposes of this chapter, a “public event” means and includes any festival, celebration, fair, rally, sporting event or similar occurrence which is open to the public and is conducted, at least in part, on city streets.

10.28.020 Street closure and restrictions by police chief.

The police chief, by order, may close to vehicle travel and/or restrict parking, and/or allow parking where prohibited, on any street or portion thereof within the city to accommodate activities of a public event. Such closure may be done upon a request therefor from the sponsor of a public event or upon the police chief’s own initiative. The order shall describe the street(s) being closed or restricted, the effective date and length of the closure or parking restriction and the event or activity involved. No such closure or parking condition shall become effective until steps have been taken to reasonably inform the public of such closure and/or parking restrictions.

10.28.030 Vehicle impoundment.

In addition to the issuance of a notice of infraction, a police officer may order the impoundment or removal to a place of safety of any vehicle found in violation of the provisions of any order described in TMC 10.28.020. For purposes of this code, a place of safety includes the business location of a registered towing operator. Notification of the removal or impoundment of a vehicle shall be given in accord with RCW 46.52.190.

10.28.040 Violation of police order.

During the effective term of the order described in TMC 10.28.020, no person shall violate the terms or restrictions set forth therein either by parking a vehicle in a place or during a time prescribed therein or by driving or parking a vehicle upon a street that is closed.

10.28.050 Violation – Infraction.

Violation of any provisions of an order enacted pursuant to TMC 10.28.020 shall constitute an infraction and shall be enforced as provided in Chapter 46.63 RCW.
