13.25.010 Metered service rates.

The rates per month for use of water furnished by the town of Twisp water department are hereby fixed and established as follows:

Charges for Metered Services:

(1) The minimum (base) rate per month for consumption of metered water from zero to 800 cubic feet (cf) in all calendar months except for May, June, July, August, and September, when the amount of water allowed under the minimum rate shall be increased to 1,200 cubic feet, shall be:

(a) Set by resolution of the town council from time to time.

(2) Excess Metered Water Rates.

(a) Eight hundred one to 1,200 cf (during all months except May, June, July, August and September) shall be at such rate per additional 100 cf as established by resolution of the town council.

(b) One thousand two hundred one to 3,000 cf shall be at such rate per additional 100 cf as established by resolution of the town council.

(c) Consumption over 3,000 cf shall be at such rate per additional 100 cf as established by resolution of the town council.

(3) A “unit” is defined as follows:

(a) Each single-family residence;

(b) Each unit in multiple residential buildings;

(c) Each residential unit in a commercial building;

(d) Each motel/hotel unit (with a kitchen) that is rented on a weekly or monthly basis;

(e) Each mobile home in a mobile home park;

(f) Each restaurant housed in a multi-use commercial building.

(4) Buildings, Multiple Office. In buildings containing one or more offices, stores or shops, an additional amount as established by resolution of the town council shall be charged above the base rate charge for each additional office, store or shop.

(5) Laundromats. Laundromats will pay an additional amount as established by resolution of the town council per washing machine as an assessment above the base rate charge. (Ord. 628 § 1(DD), 2011; Ord. 592 § 1, 2008)

13.25.020 Unmetered service rates.

13.25.030 Payment terms.

All water charges and additional assessments are payable monthly in advance on the first day of each month. Overages are billed at the beginning of the next month following the month the meter read identified the amount of water over used. Water charges become delinquent on the twenty-sixth of the billing month and a delinquency charge set by resolution by the town council will be added to all delinquent accounts at this time. Assessment of such delinquency charge shall not be in lieu of the right of the town to undertake any other legal remedy for collection of delinquency including, but not limited to, the right to terminate service for any account in excess of 45 days delinquent.

If an account has not been paid by the tenth of the following month a door hanger will be posted alerting the user that services will be disconnected if not paid by the fifteenth. Delinquent accounts in excess of 45 days must be paid in full in order to retain service. If a water service is terminated for nonpayment a disconnect/reconnect fee will be added to the account. If a water service is terminated for nonpayment, the account must be paid in full for the service to be reconnected. (Ord. 628 § 1(FF), 2011; Ord. 592 § 1, 2008)

13.25.040 Turnoff/turnon.

Water customers will be required to give 24 hours’ notice to have water service temporarily shut off by the town. Fees for shutoff and for turnon will be charged if notice requirement is met. Without notice, a charge shall be assessed to customer’s bill for turning water off, and a like charge for turning water on. In the event of an emergency, i.e., a water break not resulting from customer’s actions, said customer would not be required to pay a turnon/off fee. In the event water service is discontinued due to delinquency, a charge will be assessed to resume service. All charges referred to in this section shall be set by resolution of the town council. 13.25.050 Dishonored checks.

If any payment is made by check and the check is subsequently dishonored by the maker’s bank for nonsufficient funds or other reason, an overdraft charge as set by resolution of the town council will be added to the account and will be paid first from any subsequent payment. If the customer has both sewer and water service, only one overdraft charge will apply. (Ord. 628 § 1(HH), 2011; Ord. 592 § 1, 2008)

13.25.060 Utility tax added.

All charges for water services shall be subject to payment of, and there shall be added to such charges, the amount of the utility tax as established by Chapter 5.30 TMC, and any amendments thereof, of the town of Twisp. (Ord. 592 § 1, 2008)

13.25.070 Billing combined.

For the purpose of rendering statements of account, the charges for water established under this chapter shall be combined with the charges for use of the town sewer wastewater treatment system as established by Chapter 13.35 TMC, and billed as one total which shall include the effective town utility tax rate. 13.25.090 Subsequent revisions.

The rates set in TMC 13.25.010 through 13.25.050 may subsequently be revised or amended by resolution of the town council of the town of Twisp. (Ord. 592 § 2, 2008)
