PAYMENT OF CLAIMS OR OBLIGATIONS

3.48.010 Payment of claims or obligations of the city.

Pursuant to RCW 35.23.325, payment of claims or obligations of the city shall be by check. The qualified public depository, whereon such checks are to be drawn, shall be Key Bank, with the mayor, mayor pro tempore and the clerk/treasurer authorized to sign checks, with two signatures required.

A. If the clerk/treasurer or the mayor is unavailable to sign a check, the mayor pro tempore shall sign in their place. If the mayor and the city clerk/treasurer are unable to attend a council meeting or unavailable, the council, by a majority vote, may authorize a member of the council to sign in place of either the mayor, the mayor pro tempore or the city clerk/treasurer on a temporary basis and until sufficient authorized signers are available to sign the check. 3.48.020 Penalty for signature of unauthorized official.

Any unauthorized employee, elected or appointed official of the city of Wapato who signs a check without authorization by ordinance or a majority vote of the council, not amounting to the crime of theft, forgery or other malfeasances or misuse of office statute, shall be guilty of a gross misdemeanor and subject to a fine of not more than one thousand dollars and confinement of not more than three hundred sixty-four days or both such fine and penalty.
