2.04.010 Meetings – Time and place.

Pursuant to RCW 35A.13.110, the council shall meet regularly at least once per month, and may meet in workshop, at a place and at such times as provided by council rules of procedure, adopted by resolution. The mayor may cancel a regularly scheduled council meeting or workshop; provided, that the council meets at least once per month, as provided by RCW. Notice of cancellation shall be provided to the council and the public at least six days prior to the regularly scheduled meeting or workshop time, or at least 48 hours prior, in the event of a cancellation due to a lack of quorum. Three councilmembers may overrule a meeting or workshop cancellation by individually providing notice to the city clerk orally, in writing delivered in person, by telephone, by regular mail, by e-mail, or fax. If by e-mail it should be sent from the councilmember’s e-mail address. If by fax, it should be sent from the councilmember’s fax. 2.04.020 Mayor and councilmembers – Compensation and reimbursement of expenses.

2.04.030 Use of council chambers.

(1) Except as may be allowed pursuant to subsection (2) of this section, the only authorized and approved usage of city council chambers of the city, 1701 C Street, Washougal, Washington, shall be for the purpose of holding any regular and/or special meetings called by one or more of the following to assist in the governmental matters of the city:

(a) City council;

(b) Planning commission;

(c) Park board;

(d) Civil service commission;

(e) City staff.

(2) The use of the city council chambers shall be restricted solely to the use of the groups itemized in subsection (1) of this section, with the one exception that the city manager is authorized to grant permission, at his or her discretion, for other public agencies to use the city council chambers for special meetings. This section, however, specifically excludes other public agencies from scheduling regular weekly, monthly, or quarterly meetings in the city council chambers. Examples of “other public agencies” are:

(a) School districts;

(b) Port districts;

(c) County agencies;

(d) State agencies.

2.04.040 Voting in public.

2.04.050 Council committees.

The council shall establish standing council committees and special committees and their composition and procedures for appointments in its rules and procedures. (Ord. 1866 § 1 (Exh. 2.04.060 Facilities committee.
