The city council shall have the sole power to determine which streets shall be paved from the funds described in WMC 3.24.010 and the amount of the contribution to be made by the city; provided, however, that the amount to be contributed by the city on these projects shall not exceed 40 percent of the total costs of paving the streets. The city council shall take into consideration in determining whether or not to make any contribution the following factors: (1) availability of funds; (2) traffic and safety conditions for the streets; (3) priority of paving the streets as set forth in the Westport comprehensive street plan.
