15.06.010 Definitions.

“Anchoring system” means a system of straps, cables, turnbuckles or chains which is used to secure a home to ground anchors, and which complies with HUD standards for manufactured homes.

“Foundation base” means a base of concrete, or other properly engineered design, which meets the standards of the Department of Housing and Urban Development (HUD) for proper support of a manufactured home.

“Foundation facia” means a fire and weather-resistant material surrounding the entire perimeter of the home and completely enclosing the space between the exterior wall of such home and the ground.

“Manufactured home” means a structure constructed after June 15, 1976, and in accordance with the U.S. Department of Housing and Urban Development (HUD) requirements for manufactured housing, bearing the appropriate insignia indicating such compliance, and designed primarily for residential occupancy by human beings.

“Manufactured home, designated” means a manufactured home constructed after June 15, 1976, in accordance with state and federal requirements for manufactured homes, which:

(1) Is comprised of at least two fully enclosed parallel sections each of not less than 12 feet wide by 36 feet long; and

(2) Was originally constructed with and now has a composition or wood shake or shingle, coated metal, or similar roof of not less than 3:12 pitch; and

(3) Has exterior siding similar in appearance to siding materials commonly used on conventional site-built Uniform Building Code single-family residences.

“Manufactured home, new” means any manufactured home required to be titled under RCW Title 46, which has not been previously titled to a retail purchaser, and is not a “used mobile home” as defined in RCW 82.45.032(2).

“Manufactured home park” means a tract of land, in single ownership, on which ground space is made available for the location of manufactured homes for use as dwelling units.

“Mobile home” means a transportable, factory-built home, constructed before June 15, 1976, designed and intended to be used as a dwelling, and built prior to the enactment of the Federal Manufactured Housing and Safety Standards Act of 1974. Mobile homes are no longer built and their placement in this community is prohibited.

“Mobile/manufactured home park” means a tract of land, in single ownership, on which ground space is made available for the location of two or more mobile homes or manufactured homes to be occupied as dwelling units, subject to the following requirements:

(1) Each mobile/manufactured home shall be connected to the required utilities as per city ordinance;

(2) Each mobile/manufactured home shall be skirted around its entire perimeter within 90 days of its arrival at the site;

(3) Each mobile/manufactured home shall have an anchoring system which shall meet the requirements of the International Building Code.

Mobile homes are no longer built and the placement of additional mobile homes in this community is prohibited. In addition, mobile homes can no longer be relocated within or without the boundaries of the mobile home park in which they are situated, except for the express purpose of transportation out of the city of Westport.

“Permanently affixed” means a home which has the running gear and tow-hitch removed, is equipped with a permanent foundation base and a conforming foundation facia, and has permanently and properly installed utility connections.

“Uniform Building Code” means the Uniform Building Code or such other code as adopted by the city of Westport and as authorized by the state of Washington as it relates to the subject matter of this title. (Ord. 1362 § 1, 2005)

15.06.020 Application of regulations.

The regulations of this chapter govern the installation of manufactured homes as allowed in mobile home parks in existence prior to July 1, 2005. Designated manufactured homes shall be governed by the regulations in Chapter 17.27 WMC, New-Designated Manufactured Homes. (Ord. 1362 § 1, 2005)

15.06.030 Initial or relocated installation.

(1) The following instructions must be used for an initial or relocated manufactured home installation:

(A) The initial manufactured home installation must be conducted according to the manufacturer’s instructions.

(B) The relocation of a manufactured home should be conducted according to the manufacturer’s instructions.

(2) If the manufacturer’s instructions do not address an aspect of installation or are unavailable, you may use:

(A) Specific instructions from the manufacturer;

(B) Specific instructions from a professional engineer or architect licensed in Washington State;

(C) The American National Standard Institute (ANSI) Standard ANSI A225.1 – Manufactured Homes Installation, 1994 Edition.

(3) Examples.

(A) A manufactured home is installed over a basement and the manufacturer’s instructions do not address this application.

(B) A manufactured home is installed on a site where the specific soil bearing capacity is not addressed in the manufacturer’s instructions.

(C) A manufactured home site must be prepared per the manufacturer’s installation manual or per ANSI A225.1, 1994 Edition, Section 3.

(D) Heat duct crossovers must be installed per the manufacturer’s installation manual, ANSI A225.1, 1994 Edition, or, installed to be supported above the ground by strapping or blocking and be installed to avoid standing water. Heat ducts must also be installed to prevent compression and sharp bends and to minimize stress at connections.

(E) Dryer vents must exhaust to the exterior side of the wall or skirting.

(F) Hot water tank pressure relief lines must exhaust to the exterior side of the exterior wall or skirting and must exhaust downward.

(G) Water piping must be protected against freezing as per the manufacturer’s installation instructions or by use of a heat tape listed for use with manufactured homes and installed per the heat tape manufacturer’s installation instructions or per ANSI A225.1, 1994 Edition, Section 8.

(H) The testing of water lines, waste lines, gas lines and electrical systems must be as per the manufacturer’s installation instructions or per HUD standard CFR 3280.

(I) A manufactured home must be anchored per the manufacturer’s installation instructions. If the manufacturer’s installation instructions are not available, you may use:

(i) The American National Standard Institute (ANSI) Standard ANSI A225.1 – Manufactured Homes Installation, 1994 Edition instructions; or

(ii) The instructions of a professional engineer or architect licensed in Washington State; or

(iii) In lieu of a professional engineer, it shall be permanently affixed, which shall include full length continuous monolithic concrete footing the length of the structure 24 inches wide, six inches deep with two No. 5 rebar no less than a 12-inch spread. Tie downs begin one foot from each end with no less than three, every eight feet apart. Tie downs shall be fastened to the footing rebar. Each end shall be connected with the same concrete specifications perpendicular to the length.

(J) A manufactured home site must be prepared per the manufacturer’s installation manual or per ANSI A225.1, 1994 Edition, Section 3.

(K) Access to the under floor area of the manufactured home must have an opening not less than 18 inches by 24 inches and must be located so that all areas under the manufactured home are available for inspection. The cover must be of metal, pressure treated wood or vinyl.

(L) Shall bear the tag or seal of approval of the state of Washington or of HUD.

(M) Shall be located on the same size lot as required for a site-built home, and in compliance with setback provisions applicable to such homes.

(N) Shall meet the requirements of the HUD standard and other applicable regulations for utility connection.

(O) Shall be provided with approved detectors of products of combustion other than heat, conforming to HUD standards.

(P) Shall be assembled on-site in compliance with Department of Housing and Urban Development standards.

(Q) Shall be connected to city water and sanitary services.

(R) Shall have skirting of concrete block, stone or masonry brick around its entire perimeter. It must be installed per the manufacturer’s installation instructions or if the manufacturer is not specific, to the conditions below.

(S) Skirting must not be attached in such a manner that can cause water to be trapped between the skirting and siding or trim and:

(i) The skirting must be vented as follows, except for manufactured homes sited in a floodplain. For homes sited in a floodplain, contact the local jurisdiction for proper ventilation;

(ii) Skirting must be vented by openings protected from the entrance of rodents by being covered with corrosion-resistant wire mesh with mesh openings of one-quarter-inch in dimension. Such openings must have a net area of not less than one square foot for each 150 square feet of under floor area;

(iii) Ventilation openings must be located as close to corners and as high as practical. Openings must be located to provide cross-ventilation on at least two opposite sides.

(T) Shall have the tongue, axle, traffic lights and any traffic warning lights removed.

(U) Shall have permanent steps with handrails provided for all exits. The steps and handrails shall comply with the requirements of the Uniform Building Code.

(V) The exterior siding material shall be similar in appearance to siding materials commonly used on conventional site-built Uniform Building Code single-family residences.

(W) The manufactured home must be thermally equivalent to the state building code.

(X) The manufactured home shall have eaves on the gable ends and shall have gutters and downspouts.

(Y) The roof shall have a minimum pitch of three-inch rise for every one foot of length to be covered with wood shake shingles, composition shingles or shakes, fiberglass shingles or ribbed metal. A flat metal roof commonly known as “built-up” shall not be allowed. (Ord. 1362 § 1, 2005)

15.06.040 Time limits.

All of the foregoing assembly and installation requirements shall be fulfilled within one year from the date of issuance of a building permit, as required by the International Building Code. Extensions may be granted as set forth in the International Building Code. (Ord. 1362 § 1, 2005)

15.06.050 Fees.

Fees for all permits issued for designated manufactured homes and new, designated manufactured homes shall be calculated and collected in accordance with the current building department fee schedule as established in WMC 15.02.025. (Ord. 1565 § 6, 2014; Ord. 1362 § 1, 2005)
